• Advanced Degree in veterinary medicine and MSc in technical subject related to animal health and production.
• A minimum of five years directly applicable experience in managing animal health and production programme.

Organizational Setting

FAO's office for Yemen is responsible for developing, promoting, overseeing, and implementing agreed strategies for addressing countrywide food, agriculture, and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Sanaa, Yemen. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes, and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Animal Health Specialist will be under the overall supervision the FAO Representative in Yemen, general supervision of Livestock Production Specialists, working closely with technical and operation teams in FAO Yemen.

Technical Focus

Responsible for planning, organizing, and implementing animal health activities supported FAO Yemen projects/programme.

Tasks and responsibilities

• Keeping watch on animal disease situation through collaboration with DGAHVQ in monitoring, surveillance and reporting and developing disease prevention and control measures to contain disease outbreaks.
• Maintaining time-phased work plans for animal health/production components for various projects that have livestock components and ensure timely implementation of planned activities as identified in projects’ work plans.
• Responsible for preparation of technical specifications for animal vaccines, drugs and other supplies and equipment related to animal health/production and lead technical evaluation of bid offers for supply of animal health products and production inputs as envisaged in project document.
• Organizing and coordinating vaccination/mass treatment campaigns, ensure serum samples collected before and after vaccination campaigns and supervise lab analysis of samples and prepare sero-survey report reflecting the efficiency and effectiveness of disease prevention/control measures.
• Establishing linkages with appropriate national authorities, UN agencies and NGOs active in projects’ areas for monitoring and coordination.
• In collaboration with FAO MEAL/IM unit, contribute to developing criteria for selection of projects beneficiaries, geographical targeting and benchmark indicators for post distribution and end-projects monitoring.
• Responsible for quality assurance control of animal vaccines, drugs, diagnostic equipment, and other supplies delivered by FAO suppliers before their use and disbursement for distribution to target beneficiaries.
• Responsible for preparation of Request for Proposals (RfP), technical evaluation of technical and financial proposals submitted by Service providers, prepare LoAs’ with Service Providers (SPs) for the respective activities.
• Responsible for planning, organizing, and implementing training sessions for targeted groups including Community-based Animal Health Workers (CAHWs) as required to ensure optimum results.
• Document best practices and success stories based on beneficiaries’ feedback and own observations from the field related to animal health and production and contribute to preparation of periodic progress and ad hoc reports, monitoring reports, and final narrative projects reports for submission to donors.
• Perform other related duties and activities as required.

• Computer literacy in MS office, familiarity with agricultural commodity exchange online system and animal identification and traceability systems.
• Relevant work experience in emergency context.
• Excellent communication skills in English, both orally and in writing, and ability to draft technical reports in English.
