Organizational Setting

FAO's office in Yemen is responsible for developing, promoting, overseeing, and implementing strategies for addressing countrywide food, agriculture, and rural development, and effectively increasing the resilience of livelihoods to respond to food, agricultural threats, and crises. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for AO country programme and, in collaboration with the Regional Office for Near East and North Africa (RNE) and divisions at headquarters, develops, promotes and country priorities. FAOYE develops and maintains relations with country-wide institutions including the Ministry of Agriculture, Irrigation and Fisheries, UN agencies and research/academic institution.

Reporting Lines

The incumbent will work under the overall supervision of the FAO Representative in Yemen. S/he will work in collaboration with technical and operational teams in-country and at the RNE.

Technical Focus

Provide analytical and technical support on sustainable livestock management, including livestock production, animal nutrition and forage development, animal health and community level advisory services, development and capacity building of producers and producers’ institutions, value chains development, environmental services and biological diversity, in addition to addressing building communities’ resilience, and programmes and projects development in food and agriculture, rural development, natural resources management and agro-marketing.

Tasks and responsibilities

• Provide technical expertise and strengthen preparedness and response to animal health related emergencies at all levels • Design and support the organisation of events relevant to the various FAO programmes and projects • Establish, promote and maintain relationships with counterpart institutions, other UN agencies and institutions to ensure best synergies between FAO’s and other entities’ programme supporting agriculture livelihoods for Yemeni population. • Support the implementation of the ongoing and planned livestock emergency, resilience, and development programmes and projects, as well as the overall FAO programmes as necessary. • Provide appropriate technical guidance to FAO personnel, partners and service providers during the formulation, implementation, and monitoring of livestock interventions. • Assess the constraints and opportunities for enhancing the sustainable management of livestock systems with emphasis on sustainable livestock production and marketing, social and economic impact. • Contribute to strengthening local institutions and organizations, including the participation of stakeholders and users, relationships to livestock-based livelihoods, biodiversity conservation, disaster risk reduction and disaster management. • Contribute to the design of livestock concept notes and projects supporting the sustainable management of livestock systems, including livestock production and productivity, animal feed, pasture and rangeland management, animal health management, herd and livestock management and value chain analysis. • Perform other duties as may be required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Bachelor’s degree in veterinary sciences, animal production and related fields. • One year of relevant experience in planning and implementing sustainable livestock and agricultural development projects and programmes in emergency context, including experience in the formulation and/or implementation of food security, agriculture, rural development, natural resources management and agro-processing investment operations in developing countries and/or countries in transition. • Working knowledge (level C) of English and limited knowledge (level B) of another FAO official language for COF. For PSA, working knowledge of English would be sufficient.

Technical/Functional Skills

• In-depth understanding of household food security concepts, terms, and analytical approaches and a strong interest in Work experience in more than one location or area of work, particularly in field positions. • Good interpersonal, communications and facilitation skills. • Extent and relevance of experience in major technical fields related to livestock production including animal feeds and feeding systems, forage, pasture and rangeland management, animal husbandry and herd management, biodiversity conservation, livestock services and animal health management, livestock value chain analysis, resilience reduction and climate change mitigation and adaptation. • Knowledge of the context, as well as partners and institutions, of the specific subregion would be an asset. • Demonstrated experience in dealing with government officials, development partners and other country stakeholders. • Demonstrated capacity to write technical reports in English
