Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients. The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

UNMAS

United Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates.

UNMAS as a component of the United Nations Support Office in Somalia (UNSOS) provides explosive hazard management capacities, including mitigation, to ATMIS as part of a logistical support package. Non-lethal tactical advice and analysis is delivered by UNMAS technical advisors located in each ATMIS Sector Headquarters and at ATMIS Force Headquarters, who support ATMIS planning and operations. UNMAS support includes both enabling (“operate in spite of IEDs”) and response (“defeat the device”). As a component of the UN Mission in Somalia (UNSOM) UNMAS also supports the Federal Government of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Advisor.

Functional Responsibilities

*******CANDIDATES WITH NO UN OR UNOPS EXPERIENCE ARE ENCOURAGED TO APPLY** ***Qualified female candidates are strongly encouraged to apply****** The Head of Analysis and Information Management for UNMAS Somalia is responsible to lead analysis and ensure quality controls for the products that are produced by the analysis unit to inform operational and policy decisions related to Improvised Explosive Device (IED), Weapon and Ammunition (WAM), and Somali Security Force (SSF) and explosive hazard threats in Somalia. S/he will act as the local focal point between UNMAS and other key stakeholders under the guidance and direction of the UNMAS Somalia CMAP

Under the general supervision of the Head of Projects Unit (HPU) and direct supervision of the UNMAS Chief Mine Action Programme (CMAP), S/he will lead the Threat Analysis Team and the IM Team and will be responsible for the following functions:

● Conduct explosive hazard analysis though established analytical processes, including: identification of requirements, information acquisition, examination, collation, analysis, and dissemination;

● Conduct extensive research to investigate and analyze the source of Improvised Explosive Devices (IED) components and material, to include Explosive Remnants of War (ERW)/mines within Somalia, regional illicit smuggling;

● Lead a team of Threat Analysts who conduct extensive research to investigate and analyze the diversion of explosive precursors, diversion from regional mining industry, and acquisition through security forces within Somalia; and integrate findings to the UNMAS Senior Management;

● Integrate threat analysis reports based on available and collective information from the Threat Analysis Team and Manage the information flows between the Project and the Analysis and IM Team;

● Develop new approaches, techniques, standards, policies and guidelines to the IED Research Scoop, investigation and analysis; including direct improvement to reports, smarts sheets and tracking data;

● Provide expert advice on the compiled briefings and presentations of analytical findings and conclusions to UNMAS Senior Management, Stakeholders and Federal Member States;

● Identify risks and plan risk mitigation strategies and report on the progress of deployment activities through written and verbal briefings to UNMAS Senior management;

● Conduct continuous assessment and analysis of the operational situation for improvements in efficiency, effectiveness and safety within the local explosive hazard threat;

● Adapt to the changing mandate, scope of work and Programme RACI Matrix; and review and promulgate all available IED-related reporting, all UNMAS produced IED related documentation and drive improvements as required;

● Review collective reports produced by the Weapon and Ammunition Section and provide expert advice on the flow of data to align with the programme Power BI presentation to UNMAS Senior Management, Mission Stakeholders and Donors;

● Liaison with appropriate UN, Regional, National, and International stakeholders to create a platform and facilitate information sharing;

● Assessment and the recommendation of new training requirements in prevention and mitigation measures through the introduction of new technology, equipment, materials, and processes;

● Work closely with the Programme Office on the provision of data and analysis for documentation, reporting and strategies and introduce new methodologies for data presentation inline with mission mandate;

● Work closely and coordinate with other offices, including Security and Counter-IED, to ensure information management and analysis production;

● Supervise and review the interpretation of data related to Post Blast Investigation, as required and requested by management;

● Overall management of Information Management Team to include:

  • Formulate IM policies, standards, guidelines, procedures and tools;
  • Oversees IM support to projects;
  • Manage and support efforts on qualitative and quantitative analysis, visualization and dissemination of information.

● Identify continuous improvements and lessons learned;

● Implement any other tasks requested by the HPU and the UNMAS CMAP

Education/Experience/Language requirements

Education:

Advanced University Degree (Master's Degree or equivalent) with a minimum of seven (7) years of relevant experience is required; OR

● First-level University Degree (Bachelor's Degree or equivalent with a minimum of nine (9) years of relevant experience; OR

● Military experience with a minimum of five (5) years of relevant experience is required.

Experience:

● Relevant experience is defined as progressively responsible experience in project management supporting operations in military, humanitarian, conflict, post-conflict, or development context, with public or private sector organizations.

● Experience in Information Technology with MS office is required;

● Experience in database management is required;

● Experience in International Mine Action Standards and/or the Information Management System for Mine Action (IMSMA) is desirable;

● Regarding project development and management, experience in monitoring, evaluations, quality assurance and networking is highly desired;

● Regarding operation development and management, experience in explosive threat mitigation is highly desired.

Language:

● Fluency in English (Reading, writing and Speaking) is required.
