Duties and Responsibilities

Under the supervision of the project officer, the consultant will prepare two analyses/reports examining the potential impact of the EU Deforestation Regulation (EUDR) in Liberia and Sierra Leone. Each analyst/report will contain approximately 8,000 words or more and will refer on: • The examination of the role of rubber as well as palm oil and coca production in Liberia and cocoa and palm oil production in Sierra Leone, as far as the national economy, exports, and job creation, as well as local communities and local businesses, including smallholders, are concerned, explaining the structure of the sector in each given country, possibly with statistical data, where available. • The examination of the expected impact of EUDR and the cost to the economy. Economic, social and environmental impacts should be assessed, as well as related challenges such as compliance costs and technological barriers; market access; risk of displacement and leakage; impact on smallholders and rural communities. • The policy recommendations how to address these challenges and mitigate the costs, and utilize opportunities arising from EUDR implementation, if any, specifically in Liberia and Sierra Leone.

Qualifications/special skills

Advanced University degree, Master, in Economics, Development Economics, International Economics, or related field is required. At least 4 years of experience in the area of economic research and/or economic policy-related work in development is required. Knowledge of commodity markets specification of Liberia and Sierra Leone is required. Ability to work closely with and extract statistical and analytical information from relevant government institutions, think-tanks, regional organizations, government offices, as well as national and international documents containing research results is desirable. Knowledge of the development challenges facing African LDCs, and a good understanding of the 2030 Agenda for Sustainable Development and Sustainable Development Goals (SDGs) is desirable.

Languages

Fluency written and spoken in English is required with excellent drafting skills.
