In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child and it was enacted immediately. Since then the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.

In collaboration with local authorities, non-governmental organizations and community partners, UNICEF is working in all the governorates in Yemen to respond to the needs of children throughout the country with a continuum of services to help children survive and grow to their full potential through the following programmes: Health, Nutrition, Water, Sanitation and Hygiene, Basic Education, and Child protection.

How can you make a difference?

As an experienced international consultant, you will develop a costed plan of Action to Reduce Violence Against Children and other child rights vulnerabilities in Yemen .

To make a difference in the lives of children, you will be responsible for the following key functions:

  • Submit an inception report
  • Prepare a Desk review of the current child protection risks
  • Identify and analyse the main issues of child protection risks based on the existing data/ reports.
  • Map-out and assess the elements of the current Child Protection System in southern governorates.
  • Develop a Plan of Action with cost-estimates for the next two years (2021 – 2022) realistic; including outcomes, outputs, indicators, activities, budget, timeframe, and responsible person based on the results of the mapping and assessment exercise.
  • Conduct a Presentation of the costed Plan of Action of Child Protection incorporating comments of the joint inter-ministerial committee

To qualify as an advocate for every child you will have...

  • An advanced degree in Social Science or related fields such as sociology, social work, law etc.
  • Strong Expertise in social services
  • Experience in development of costed Plan of Action on child protection and M&E framework
  • High proficiency in English and Arabic
  • Proven experience in Child Protection/CRC principles in general, core commitment for children, SDG, UNICEF strategic note on child protection, Inspire strategy to eliminate violence against children, mapping and assessment of child protection system.
  • Experience in facilitating workshop and coordination mechanism with a wide range of stakeholders.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
