TITLE AMR Technical officer Contract Type Special Service Agreement (SSA) GRADE NOC Step-1 CONTRACT DURATION 12 months

PURPOSE OF THE POST The incumbent will work under direct supervision from the WHO Team Lead, to provide technical assistance to the Ministry of Health and Sanitation (MoHS), WHO Country Office (WCO), and partners to provide technical support to strengthen AMR governance within MOHS.

OBJECTIVES OF THE PROGRAMME AND OF THE IMMEDIATE UNIT OR FIELD ACTIVITY (OVERVIEW OF THE PROGRAMME): The objective of the Health Security and Emergencies Cluster is to contribute to the reduction of the health consequences of public health emergencies, natural disasters, conflicts and minimize social and economic impact in the African Region through prevention, early warning, early detection, and rapid and effective response operations in acute and protracted emergencies arising from any hazard with health consequences.

DESCRIPTION OF DUTIES Under the guidance of the head of the WHO Country office in Sierra Leone, the supervision of the HSE team Lead, and the direct supervision of the IPC Team Lead, the incumbent, will:

1.Provide strong technical leadership to national AMR focal point, on planning, capacity strengthening, and coordination of all AMR activities. 2.Provide guidance and relevant technical support to the national multisectoral coordination group and other stakeholders and ensure AMR priorities and activities are managed effectively 3.Provide technical assistance in planning, implementation, monitoring and evaluation of the antimicrobial resistance (AMR) activities as contained in the Sierra Leone Antimicrobial Strategic Plan 2018-2022. 4.Promote One Health approach in planning, implementation and monitoring & evaluation of AMR programme 5.Liaise closely with the Monitoring & Evaluation Officer to ensure robust project monitoring and learnings are captured. 6.Assist in developing MOHS AMR annual work plans, budgets, and performance reports. 7.Contribute to the preparation of Fleming Fund project reports 8.With other members of the WHO AMR TWG, provide technical assistance to strengthen the quality, accuracy, completeness, and timeliness of reporting into national reporting databases 9. Provide technical support to national technical working groups 10.Maintain communication with other organizations in strengthening AMR 11.Support AMR governance structure at national level by supporting the logistics of meetings; minute-taking; preparation and circulation of documents (e.g. background papers, reports and advisory notes to ministers) and produce regular and written feedback to WHO of record meetings 12.Perform other relevant tasks as assigned by the IPC/AMR team lead, HSE cluster coordinator and WR

Technical supervision Under the guidance of the head of the WHO Country office in Sierra Leone, the supervision of the HSE team Lead, and the direct supervision of the IPC Team Lead, the incumbent, will be embedded/based in the Ministry of Health and Sanitation’s directorate of health security and emergencies and shall work closely with the WCO AMR TWG to provide support to the Ministry of Health and Sanitation AMR programme and partners in strengthening AMR program implementation in Sierra Leone.

REQUIRED QUALIFICATIONS Education: Essential: University degree/ in any of the health sciences from a recognized university Desirable: Master’s degree in Public Health or equivalent from a recognized University WHO only considers higher educational qualifications obtained from an accredited institution. Experience: Essential: At least 5 years’ experience in public health and project management Desirable: At least 5 years of relevant experience in public health and/or communicable disease . At Good understanding in Antimicrobial/drug resistance programme . Experience working with multiple partners

Functional Skills • Strong technical skills and knowledge in the area of Antimicrobial Resistance • Skills and ability to timely synthesize key components and working group outputs. • Ability to build and promote partnerships across the organization and beyond. • Demonstrated ability to produce results, while respecting WHO’s professional, ethical and legal framework

Use of Language Skills Essential: Excellent knowledge of English language. A good knowledge of local language(s) including creole would be an advantage
