Overview

Implement project portfolio activities related to infrastructure

You have:

  • University degree in Civil - Architectural Engineering, or other engineering department with experience in construction projects.
  • Experience working as a site technical engineer (or equivalent) in a humanitarian/recovery/development context, preferably related to infrastructure and construction projects.
  • Fluency in Arabic both spoken and written.
  • Fluency in English is an advantage.
  • Fluency in Kurdish is an advantage.
  • Previous experience working in complex and volatile contexts.
  • Documented results related to the position's responsibilities.

Contract

This is a Professional contract, Grade 4 (NRC) contract. More about Professional contract, Grade 4 (NRC) contracts.

Role and responsibilities

  • Adhere to NRC policies, tools, handbooks and guidelines as well Government rules and regulations
  • Implement delegated project portfolio activities related to infrastructure according to plan of action specifically in regards to Technical aspects
  • Prepare and develop technical status reports as required by management
  • Ensure proper filing of technical documents in both hard and soft copies
  • Ensure that projects target beneficiary sites/units most in need, and explore and assess new and better ways to assist
  • Organize and lead technical needs assessments, focus group discussions, contractor meetings, and technical discussions with stakeholders.
  • Organize and lead the supervision and monitoring contractor’s work, works carried out by Daily/Incentive labor and/or repairs done by the beneficiaries themselves.
  • Prepare the production of site level BoQs and BoQ amendments. Collaborate with Project Coordinator and Project Officers on development of standardized BoQs.
  • Participate in Preparing project level scope of work and prepare site/unit level Scope of Work.
  • Track and record information related to project beneficiaries, handle requests and complaints in regards to technical aspects of implementation as directed by Project Coordinator and M&E unit.
  • Carry-out field level coordination with contractors and/or Daily/Incentive Labor in areas of project implementation.
  • Establish strong working relationship with targeted communities including local leaders and identification of community focal points and relevant government departments.
  • Contribute to data collection, documentation and reporting of infrastructure activities.
  • Any other task relevant to the position as requested by the line manager.

Competencies

  • University degree in Civil - Architectural Engineering, or other engineering (Mechanical, Environment, Electrical) department with experience in the construction projects.
  • Experience from working as a site technical engineer (or Equivalent) in a humanitarian / recovery / development context, preferably related to infrastructure and construction projects.
  • Previous experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in Arabic both spoken and writing.
  • Fluency in English is an advantage.
  • Fluency in Kurdish is an advantage.
  • Knowledge of additional local dialects is a plus.

Other information:

  • Contract Duration: 6 months ( with the possibility of extension)
  • Duty Station: Nenawa - based Sinjar with traveling 80%-90% to Baa'j and other intervention areas.
