Org. Setting and Reporting Organizational Setting The Economic Regulatory Framework (ERF) Section in the Air Transport Bureau (ATB) is charged with delivering results with respect to ICAO’s Strategic Objective - Economic Development of Air Transport. The Section is responsible for establishing policies and guidance on economic regulation, infrastructure management and economics of aviation activities, including taxation and user charges; developing policies and guidance to facilitate access to funding for aviation infrastructure and financing of air transport operations; harmonizing air transport policy framework though cooperation amongst the aviation community and all aviation stakeholders; and monitoring regulatory and industry developments in international air transport. The Section’s work programmes also aim to enhance transparency of international air transport, and to facilitate and reduce costs for States in performing their regulatory functions, for example, by providing a central meeting place (i.e. ICAO Air Services Negotiation event (ICAN)) to conduct multiple air services negotiations or consultations.) The Section manages and oversees the work programme of the Airport Economics Panel (AEP), the Air Navigation Services Economics Panel (ANSEP), the Air Transport Regulation Panel (ATRP), as well as the policy-making conferences, i.e. the Air Transport Conference and the Conference on the Economics of Airports and Air Navigation Services. It also provides support to the Assembly, the Council, and Air Transport Committee (ATC).

Reporting The incumbent reports directly to the Chief, ERF Section, from whom s/he receives instructions and seeks advice and guidance on assignments on difficult or unusual projects. The incumbent is expected to make the necessary decisions relating to economic regulation of air transport, and is directly responsible for her/his actions as well as for the quality of services.

Responsibilities Function 1 (incl. Expected results): Develops air transport policy and guidance material on economic regulation of air transport, achieving results such as: - Update policies and guidance, including Policy and Guidance Material on the Economic Regulation of International Air Transport (Doc 9587), Manual on the Regulation of International Air Transport (Doc 9626) and circulars containing guidance to assist States. - Update ICAO’s Policies on Taxation in the Field of International Air Transport (Doc 8632). - Develop and maintain international agreements on airline ownership and control, air cargo, and market access in accordance with recommendations made by the Worldwide Air Transport Conference and decisions of governing bodies. - Coordinate and review the formulation of new or additional guidance, where required, to facilitate liberalization of international air transport. - Develop guidance material for implementation of ICAO’s core principles on consumer protection, including on massive air transport disruptions. - Develop and maintain innovative tools to foster cooperation and compatible approaches among national and/or regional competition authorities, such as an exchange forum to enhance cooperation, dialogue and exchange of information between Member States. - Update ICAO’s policy and guidance material related to competition. - Assist the work of the Air Transport Regulation Panel (ATRP), including relevant studies and working groups. - Draft working papers in the field of air transport regulation for presentation before relevant ICAO bodies, including policy-making conferences, Council, Air Transport Committee and technical panels.

Function 2 (incl. Expected results): Conducts studies and analysis on major issues of global importance and on potential regulatory issues that may arise as the air transport liberalization process progresses, achieving results such as: - Analyse economic aspects of international air transport regulation and its development such as exchange of traffic rights, bilateral and multilateral agreements, air carrier ownership and control, consumer protection, fair competition, and taxation. - Promote air transport connectivity; study and develop relevant guidance material, and provide support, as required, to cost-benefit analyses of connectivity measures. - Act as ICAO focal point, and coordinate studies and projects, with other relevant international organizations and industry stakeholders in areas related to consumer protection, taxation, connectivity enhancement, air transport/tourism interaction, including with the World Trade Organization (WTO) and the World Tourism Organization (UNWTO). - Monitor the use of ICAO core principles on consumer protection by States in their regulatory practices. - Undertake studies on the impact of the proliferation of taxes and levies.

Function 3 (incl. Expected results): Develops and manages databases on economic regulation, organization/ownership of airlines, and States Air Transport Action Plan System (SATAPS), achieving results such as: - Supervise the enhancement and update of ICAO’s website content related to economic regulation, and States Air Transport Action Plan System (SATAPS). - Oversee work to update database on World’s Air Services Agreements (WASA) and other databases on various regulatory and industry information, such as airline organization/ownership database. - Verify the accuracy of new data entered in WASA; explore new means of circulating and promoting the WASA, and determine areas for improvement. - Maintain and update the Compendium on Competition Policies and Practices. - Manage and publish the databases and case studies on contemporary issues on economic regulations in a timely manner. - Promote and enhance States’ filing with ICAO of their air services agreements in accordance with Article 83 of the Convention on International Civil Aviation. - Monitor the implementation of the action plans adopted by States, such as Antananarivo and Lomé Declarations on air transport development in Africa by using the SATAPS tool, and recommend necessary follow-up actions. - Coordinate with States, international organizations, regional organizations and industry in the collection and dissemination of regulatory data/information to better meet their needs, and to avoid duplication of efforts. - Maintain continued effective communication, cooperation and coordination between ICAO and other intergovernmental and non-governmental organizations involved in air transport, travel and/or tourism.

Function 4 (incl. Expected results): Raises awareness and implementation of ICAO’s policies and guidance materials to contribute to reducing States’ costs in performing regulatory functions, achieving results such as: - Participate in air transport meetings and coordinate with other organizations, including industry representative entities, to raise States’ awareness and observance of ICAO’s policies and guidance in the air transport field to encourage them to provide ICAO with relevant feedback or information. - Maintain contact with a broad range of States, organizations and authorities on matters relating to ICAO’s work. - Maintain continued effective communication, cooperation and coordination between ICAO, WTO, UNWTO and other intergovernmental and non-governmental organizations dealing with trade in services. - Determine actions or options needed for effective implementation of ICAO's policies, principles and other guidance materials. - Participate and handle assigned tasks related to the annual ICAO Air Services Negotiation (ICAN) event, facilitating the activities of States towards the liberalization of international air transport. - Design advocacy strategies and tools to better promote ICAO’s policies and activities in international air transport regulation, such as providing technical input to the development of ICAO high-level air transport documents and events (symposia, regional conferences, concept notes). - Contribute to the Organization’s revenue-generating activities by providing technical input to events, in particular, designing event programmes, selecting, securing and briefing invited speakers, and preparing operational briefings and checklists. - Represent ICAO at international meetings, conferences, seminars and/or other events.

Function 5 (incl. Expected results): Provides advice and assistance to Member States on economic regulation of air transport, achieving results such as: - Advise Member States and serve as subject-matter expert on matters related to exchange of traffic rights, bilateral and multilateral agreements, air carrier ownership and control, consumer protection and product distribution, competition and airline alliances, and taxation. - Provide support to facilitate the ratification of international instruments related to air transport liability such as the Montreal Convention of 1999. - Provide advice on ICAO’s guidance on air connectivity and essential air service scheme; and promote development of tourism, especially for Small Islands Developing States (SIDS), Landlocked Developing States (LLDS) and Least Developed States (LDCs). - Support the implementation of the economic aspects of the United Nations Sustainable Development Goals (SDGs). - Handle queries and requests from both external and internal stakeholders on issues on economic regulation of air transport.

Function 6 (incl. Expected results): Performs other related duties, as assigned.

Education A first-level University degree in economics (such as microeconomics, business economics, industrial organization, and economics of transportation and trade), political science, international relations, law, management or business administration, or in a related field.

Work Experience A minimum of 10 years of experience in work related to economic regulation of air transport or economic/commercial aspects of air transport business within a national government, international organization, major international airline, and/or major service provider (airport or air navigation services provider) is required. Experience in the development and implementation of economic regulation, and/or the negotiation of air services agreements is required. Experience in drafting and/or reviewing documents on programme activities, preferably on air transport subjects, is required. Experience in providing technical support for and/or organizing international meetings in the air transport field is required. Experience in developing air transport policies at the national, regional and/or international level is desirable. Experience in collecting and analysing data/information, and conducting research on regulatory or business issues is desirable. Experience in developing and implementing a working relationship with multiple stakeholders is desirable.

Languages Fluent reading, writing and speaking abilities in English is required Knowledge of any of the other languages of the Organization (Arabic, Chinese, French, Russian, Spanish) is desirable.

Special Notice It should be noted that this post is to be filled on a fixed-term basis for an initial period of three years (first year is probationary for an external candidate). ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization within the duty station. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. The Standards of Conduct for the International Civil Service adopted by ICAO, which are applicable to all staff members, are defined in the ICAO Service Code (Staff Regulations).
