Duties and Responsibilities Organization Setting:

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The West Asia Office of UNEP delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy announcement is meant to solicit applications for rostering purposes to serve as the pool of expertise that UNEP West Asia Office is creating within the framework of the long-term strategic partnership and the Saudi Environment Sustainability Programme with the Ministry of Environment, Water and Agriculture of Saudi Arabia.

Under the overall supervision of the project manager in coordination with the respective department in the National Centre for Environmental Compliance and the Ministry of Environment, Water and Agriculture in Saudi Arabia, the Consultant will carry-out, inter alia, the following duties and responsibilities:

1. Provide technical advice and guidance to the National Center for Environmental Compliance (NCEC) to establish a world-class centralized nationwide monitoring system for source-level flaring/GHG and hazardous emissions from all the industries/transport and other activities.

2. Technical and scientific inputs to NCEC for the development of a long-term strategic plan for national-level emission monitoring solutions comprising near real-time advanced data acquisition capabilities and optimized systems and data acquisition processes.

Outputs / Work Assignments (Deliverables): 1. Inception Report. 2. Situation Analysis Report. 3. Capacity building Needs Assessment Report and Capacity Building Programme. 4. Final Project report.

Qualifications/special skills A master’s degree or PHD in engineering, air quality or related field is required. A minimum of 10 years in the field of source-wise emission monitoring is required. A good knowledge of estimating methodologies of GHG emissions from all activities as stipulated by IPCC and national-level compliance requirements is an asset. Knowledge of KSA emission regulations and international standards (GGFR, USEPA) on flaring, GHG and hazardous emissions is an asset. Good knowledge in the selection and application of relevant monitoring software and systems as applied to national-level monitoring solutions will be an added advantage. Proven experience in implementing emissions reduction projects and strategies is desirable.

Languages Fluency in written and spoken English and Arabic is required.
