UNMISS Aviation Section is mandated to provide uninterrupted aviation service that is safe, effective and reliable anywhere and anytime, through strict adherence to the Standards and Recommended Practices stipulated in the Annexes to the Convention on International Civil Aviation, Troops Contributing Countries Military Regulations, United Nations Aviation Standards for Peacekeeping and Humanitarian Air Transport Operations (AVSTADS), and by establishing United Nations Aviation Policies, Procedures and Practices.

The Flight Following cell under the Chief of Air Operations monitor the daily movements of aircraft to ensure that all air support tasks are executed safely and according to published Daily Flight schedule/Air Tasking order and that all necessary clearances are in place for the daily control and safe execution of UNMISS operations.

Please note that the contract duration will be subjected to the mission's mandate renewal, on yearly basis.

Under the direct supervision of Chief Air Operations / Team Leader Flight, following, the UN Volunteer will undertake the following tasks: • Air to ground communications using Very High Frequency (VHF) and/or High Frequency radio to track, monitor, and provide basic flight information to all UNMISS fleet as per UNMISS Aviation SOP and International Civil Aviation Organization (ICAO) guidelines.
• Providing Air Traffic Advisory services to all UNMISS fleet as and when required. • Always maintain radio contact with UNMISS aircraft within the Air Operation Region (AOR) and aircraft out of Mission Area when required. • Monitor the daily movement of UN aircraft to ensure that all missions are executed safely, according to published schedule and that all necessary clearances are in place. • Always keep track of UN aircraft by monitoring their actual time of departure and actual time of arrival within or outside the Mission area. • Ensure that UNMISS Fleet is equipped with proper GPS tracking devices and manage the inclusion. • Confirm all flights Satellite tracking is Operational and continuously monitor the satellite tracking to know exact position of the Aircraft on the Air. • Ensure that Air Operations staff are introduced with new aspects of the GPS tracking system and ensure that Flight Following staff are fully trained and understand the utilization of the GPS tracking system in use. • Liaise with the ground and Air Operations personnel in other Missions regarding flight information. • Assist the Sectors in addressing all queries related to ICAO Air Communications procedures. • Relaying messages to or from aircraft regarding any changes affecting the flight schedule.
• Collecting Pilot Weather Reports (PIREPS) and reports from the weather specialist, METAR coding/ decoding and providing flying crews with updated weather information to their destination/arrival airports and enroute. • Responsible for initiating alerting actions. (Search and Rescue. • Relaying directives and information and coordinating activities in cases of immediate requirement of MEDEVAC or CASEVAC flights. • Coordinates air traffic with Juba tower and all South Sudan Air Traffic Control Tower and Flight Information service offices. • Perform other duties as directed by the Chief Air Operations/Chief Planning on all matters pertaining to flight following and Air Safety.

the role of Air Traffic Controller or pilot is required.

Air Traffic Controller or Commercial Pilot license is required.

Ability to drive a manual or stick shift vehicle is required.

This position requires a professional in Air Traffic Control/ commercial Pilot certification as the candidate will handle critical aeronautical situations e.g., Search & Rescue, weather information (e.g., METAR coding/ decoding, Pilot report etc.), aircraft tracking through air-ground radio communication (as per description of tasks in the DOA). This information should be handled/ relayed in an accurate and timely manner and can only be handled by a qualified ATC/ pilot.

Living conditions vary between UNMISS duty stations. Each duty station where UNMISS has a field presence has basic residential camp facilities, which includes running water and electricity. Candidates should be aware that accommodation may be austere with the possibility of water shortages and power blackouts. On arrival in Juba accommodation will be on a share basis. Ablutions will also be shared. As the accommodation situation improves single unit accommodation, with an attached ablution, should become available in all locations. Hard wall accommodation is available in Juba.

All UNMISS duty stations apart from Entebbe, Uganda are considered non - family duty stations. The security level of UNMISS duty stations is classified by the UN Department of Safety and Security (UNDSS) who will brief on arrival. A number of locations in South Sudan are prone to conflict.

Primary health care services (preventive and curative) are provided in 11 United Nations Owned Equipment (UNOE) Level-I clinics, 21 Contingent Owned Equipment (COE) Level-I clinics, 4 COE Level-II medical facilities within the mission area and the establishment of contractual agreements for Level-III and Level-IIII care outside the mission area. The 4 Level-II facilities available in Juba, Bor, Malakal and Wau, run by the Troop Contributing Countries (TCC), take referrals from the Level-I clinics and provide hospital-based care.

The climate is tropical with a rainy season in many areas, which should normally span from around April to October. Ability to live and work in difficult and harsh conditions is essential.
