Contract

This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

UNMISS was established in 2011 under the auspices of the UN Department of Peacekeeping Operations (DPKO); subsequently, UNMISS mandate has been renewed through resolutions 2057 (2012), 2109 (2013), 2155 (2014), 2187 (2014), 2223 (2015), 2241 (Dec. 2015), 2304 (2016) and 2327 (2016), 2392 (Dec. 2017), 2406 (Mar. 2018), 2459 (Mar. 2019), 2514 (Mar. 2020), 2567 (Mar. 2021).

The Air Operations Assistant (Planning Assistant) reports to the Chief Aviation Planning Cell and or the Chief Mission Air Operations Center, and performs the following duties: • Perform the activities of the Planning Cell and ensure that all the activities are conducted in accordance with the published procedures and instructions; • Attends briefing and coordinates flight schedule with MOVCON for confirmation of its requirements; • Reviews and assigns aviation tasks to the appropriate aircraft and crews in such a manner as to insure safe, efficient, reliable, flexible, and cost effective air support taking into consideration type of aircraft, fuel capacity, and compatibility of landing sites and availability of refueling facilities, contract/ allocated flight hours, maintenance requirements, aircrews rest, compatibility of helipads and combining flights where possible before final submission to Chief planning cell and Chief Mission Air Operations center; • Ensures that AIMS platform is used for flight task population with all flight aspect including the mitigation measures and other remarks important for the crew full understanding and following the task to its execution; • Create and disseminate to all relevant parties the updated daily and monthly cargo flight schedules; • Publish all schedules and schedule changes in their appropriate physical locations and on the MOVCON/Air Ops bulletin board in outlook. Prepares a consolidated daily flight schedule and distributes it in hard copy and/or electronically to respective approvers and CAVO, etc; • Receives and review all Air Mission Requests, produces daily and monthly flight schedules. Reviews and clarifies aviation forecast and non-schedule mission requests. Man-ages special mission and VIP flights; • Generate Air Tasking Orders that are timely, precise, and effective for publication on the Share Drive/cosmos/share point as applicable; • Ensures DMS approval for all flights as requested; • Keeps records and plans for future requested tasks; • Performs Duty Officer roles including monitoring and coordinating the day’s flights, re-cording, and logging the day’s activities; • Keep track of all flight following activities; • Perform any other duties as assigned by the Chief Aviation Planning Cell or Chief Mission Air Operations Center; • Ensure Aviation Risk Management process is integrated in the planning and daily flight operations activities; • Provide daily briefings to crew members ensuring all information necessary for successful completion of the task is available and properly disseminated; • Coordinate, activate and monitor closely emergency flights and CASE-VAC/MEDEVAC, and ensure such flights are given priority and performed in a timely manner; • Obtains over-flight/ landing clearances for out of mission flights; • Performs any other duties as assigned by the Chief Aviation Planning Cell or Chief Mission Air Operations Center.

Results/Expected Outputs: • The crews deployed in the state meet regulatory and contractual obligations and also ensure crew are NOT on the persona non grata list; • Demonstrated ability to show vision and express an opini; desire and capacity to achieve results; to participate in projects and work groups and contribute to performance improvement; • Results achieved within set timeframe; readiness to bear responsibility for failure to fulfil duties; • Destructive negative criticism avoided and readiness to participate in finding a solution to problems; • Positive and effective responses to the request of co-workers; readiness to share information; • The Crew visas, IDs, Driving Permits, Airport Passes , Vehicle access passes requests are processed on time; • The crew qualification documents, Licenses, medical certificates and al related paperwork are saved on the shared drive and Lotus database; • The AURs and ATS Monthly reports are processed error free and in timely manner; • The crew Flown hours and duty time are properly monitored; • Hard copies of AURs, Fuel slips and ATOs are properly stored; • The Aircraft utilization statistics are compiled on time and accurately; • Flight information service provided is timely to all Aircraft operating within the state.

Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote capacity development activities and transfer of skills to national personnel during the assignment; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Aviation industry;

Should have proven training in the Aviation Industry, Flight Operation/Dispatch certificate, Air traffic control certificate, Cabin crew certificate and Flight Operations certificate are all desirable;

Solid computer skills, including full proficiency in various MS Office applications (Excel, Word etc) and other IT applications and office technology equipment.

Living conditions vary between UNMISS duty stations. Each duty station where UNMISS has a field presence has basic residential camp facilities, which includes running water and electricity. Candidates should be aware that accommodation may be austere with the possibility of water shortages and power blackouts. On arrival in Juba accommodation will be on a share basis. Ablutions will also be shared. As the accommodation situation improves single unit accommodation, with an attached ablution, should become available in all locations. Hard wall accommodation is available in Juba.

All UNMISS duty stations apart from Entebbe, Uganda are considered non - family duty stations. The security level of UNMISS duty stations is classified by the UN Department of Safety and Security (UNDSS) who will brief on arrival. A number of locations in South Sudan are prone to conflict.

Primary health care services (preventive and curative) are provided in 11 United Nations Owned Equipment (UNOE) Level-I clinics, 21 Contingent Owned Equipment (COE) Level-I clinics, 4 COE Level-II medical facilities within the mission area and the establishment of contractual agreements for Level-III and Level-IIII care outside the mission area. The 4 Level-II facilities available in Juba, Bor, Malakal and Wau, run by the Troop Contributing Countries (TCC), take referrals from the Level-I clinics and provide hospital-based care.

The climate is tropical with a rainy season in many areas, which should normally span from around April to October. Ability to live and work in difficult and harsh conditions is essential.
