Org. Setting and Reporting This position is based within the United Nations Support Office in Somalia, UNSOS, (Mogadishu) and the incumbent will report directly to the Chief Aviation Officer and Chief TCU /QMS.

Responsibilities Within delegated authority, the Aircraft Utilization Reports (AUR) and Contract Management Air Operations Assistant will report to the Chief Aviation Officer and Chief TCU /QMS and will be responsible for the following duties:

•Oversee contract management and quality control for aircraft documents , training and crew licenses. •Prepare bid technical specifications with UNHQ for the new fleet for the Mission, •Track and keep records on the validity of the current contracts •Initiate, amend and renew the extension of contracts. •Oversee the welfare,crew accommodation and transport as applicable to all Sectors •Verify the aircraft and crew documents ensuring that all mandatory training and briefing are completed and, that they meet the minimum requirements as stipulated in the contract •Brief regularly Aircraft Certificate Operators (AOC) contractors on contract requirements •Coordinate with contractors in conjunction with the compliance and violation of contracts. •Track and keep records of flight hours of all UNSOS Fleet and ensure that the contractors remain in the limit of the hours agreed in the contract and to request additional hours if required. •Ensure compilation of aircraft report on a daily basis from the site managers, carriers and the Letter of Assist (LOA) Kenya Defense Force (KDF) and Uganda People Defense Force (UPDF) •Verify all aircraft utilization Report (AUR’s), ensure Chief Technical Compliance Unit (TCU and )Quality Management System (QMS). •Ensure that the operations are performed in accordance with the Air Tasking Orders (ATOs) and Military Air Tasking Orders (MATOs). •Train all Site Managers and aircrew how to fill the Aircraft Utilization Report (AUR’s) correctly. •Ensure to identify revenue and non-revenue flown hours. •Solve issues related to AURs with the Site managers. •Implement supervision of the day to day work of the Aircraft Utilization Reports (AUR’s) team •Ensure and maintain the Monthly Aviation Summary AIMS as per UNHQ and mission's requirements with the entries in Aircraft Utilization Report (AUR’s). •Monitoring daily the flown hours and brief the site managers and air ops staff accordingly on any over/under-utilization of block hours of air assets agreed in the contract •Compile and submit the Monthly Aviation Report (MAR) to UNHQ and the mission •Track, ensure accountability of all mission aviation fuel consumed by UNSOS aircraft by logging the information in the aviation fuel uplift database on a monthly basis. •Verify the fuel slip provided and correct any discrepancies. •Prepare monthly fuel statistical report for the mission •Coordinate fuel uplift support for non UNSOS mission tasks •Receive, review and ensure timely submission of documentation for ID requests, airport passes, visa requests and custom clearance from the aviation contractors/other clients. •Comply to internal approved mission SOP, and UNHQ Approved Aviation Manual. •Perform any other task assigned by CAVO or Chief TCU/QMS.

Education High school diploma or equivalent is required. Training and certification as a Commercial Pilot, or a Flight Operations Officer/Flight Dispatchers, or an Aircraft Maintenance Technician, or a Ground Operations Officer, or an equivalent military qualification is required. Air traffic controller experience is required. Training in safety and quality management is desirable.

Work Experience A minimum of eight (8) years of progressively responsible experience in air transport operations or aviation safety is required. Experience in the use of International Civil Aviation Organisation ( ICAO) standards and recommended practices is required. Knowledge of UN financial regulations and rules is required. Experience in international operations in a post conflict environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency (both oral and written) in English is required.
