ITS Vice Presidency Context:

Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations. Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.

ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.

Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.

Unit Context

As a unit within the WB Operations and Corporate (ITSOC), the Information and Knowledge Solutions unit (ITSKS) is looking for an IT Officer to support AI/ML solutions and automation. She/he will be part of the team supporting AI for Operations in ITSKS. The candidate will collaborate with users and clients to understand and anticipate their needs and translate them into product requirements. He/She will help define the vision for the team’s products and use inspection and adaptation to iterate through versions. She/he will offer support in the creation of a product roadmap, further assist in all stages of product creation including design and development, support the product backlog and prioritize based on changing requirements, and use data to monitor and evaluate product progress at each stage of the process. She/he will aid in writing effective user stories and liaise with the product team and end users to help deliver updates and participate in scrum meetings and product sprints. She/he will use feedback loops to get information about the product from real users and rely on analytics to make data-driven decisions.

The incumbent will work closely with business sponsors, solution architects, product owners and developers with an emphasis on strengthening the client centric service delivery for the related areas. The successful individual will bring a sense of client centricity to the team and will make continual efforts to ensure that our solutions meet client expectations and deliver customer value and satisfaction.

Duties and Accountabilities:

The selected candidate will be responsible for developing and implementing AI solutions, analysis, maintenance, and operation support, troubleshooting and triaging issues, monitoring applications, and coordinating with key stakeholders from IT operations and business teams for various AI-powered solutions.

•Deliver solutions using language modeling and natural language processing techniques

•Implement machine learning frameworks such as TensorFlow, PyTorch, and Keras

•Develop solutions based on language model architectures, such as GPT, BERT, and their variations

•Train and fine-tune LLMs on large datasets, such as GPT-3 and GPT 3.5

•Assist in creating Product Vision Board, writing user stories, developing Roadmap, and ranking essential features for MVP with support from the Digital Acceleration team, Digital Strategists, and Design team

•Support all stages of product development, working with Solutions Architect, Platform team, Developers, Testers, and Designers

•Plan and execute future releases through a data driven and agile approach

•Support in developing KPIs that are measurable, actionable, and align with user goals with support from Digital Strategists, Design team, and Solutions Architect

•Actively monitor client needs, industry trends, Bank priorities, KPIs, feedback, and backlog

•Master's degree in Computer Science, Information Systems or a related technical field with 5 years relevant experience OR equivalent combination of education and experience

•Experience of language modeling and natural language processing techniques

•Experience in one or more machine learning frameworks such as TensorFlow, PyTorch, and Keras

•Experience with language model architectures, such as GPT, BERT, and their variations

•Experience in training and fine-tuning LLMs on large datasets, such as GPT-3 and GPT 3.5

•Experience with leveraging vector embedding similarity search-based architecture for creating conversational, summarization and generational capabilities

•Knowledge of transfer learning and its application to LLMs

•Familiarity with distributed computing frameworks, such as Apache Spark, to process large datasets

•Understanding of data privacy and security considerations in training and deploying LLMs

•Experience in optimizing LLMs for memory usage and computational efficiency

•A good understanding and experience with Agile/Scrum methodology

•Ability to work with cross-functional teams, including data scientists, software engineers, and cybersecurity experts

•Familiarity with version control systems and code review tools to manage software development

•Good communication and documentation skills to effectively communicate technical information to other team members and stakeholders

•Demonstrated experience in time management and multiple task management and ability to keep the ongoing deliverables and schedules on track

•Proven experience delivering medium to large-scale business application projects
