Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind. The main aim of the FAO Representation in Cambodia is to assist government to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. FAO has launched the Hand-in-Hand (HIH) Initiative in 2019 in order to support the implementation of nationally led programmes to accelerate investments for agrifood systems transformations using advanced geospatial modelling and analytics, as well as a robust partnership-building approach to accelerate the market-based transformation of agrifood systems.

Reporting Lines

The Agriculture Economist reports directly to the Assistant FAO Representative (Programme) and technical oversight of lead technical officer in the FAO regional office for Asia and the Pacific (RAP). Under the overall supervision of the FAO Representative in Cambodia, and in close collaboration with international consultants and national specialists, governmental counterparts, and other technical specialists, the incumbent will perform the tasks listed below.

Technical Focus

Lead and support to producing analytical works, economic modelling, economic and financial analysis, development of investment framework and plans for agricultural sector, and promote investments to transform agrifood systems in Cambodia while communicating and coordinating with potential investors in both public and private sectors, including banks and international financing institutes.

Tasks and responsibilities

The Agriculture Economist will work for the HIHI and preparation of investment plan for the HIHI and Investment Forum. Moreover, the incumbent will be expected to contribute the country office’s projects and initiatives:

• Support the HIH initiative by assisting the government counterpart in identifying and preparing investment frameworks and plans including economic and financial analysis and costings in the fields of food and agriculture, rural development, natural resource management and agro-processing; • Lead and support the Government to prepare the Investment Plan to be presented in the Investment Forum in 2023; • Carry out studies in preparing for the Investment Forum and collect data and prices needed in preparing the Investment Plan Presentation; • Communicate with HQs and the Regional Office in preparing for the Investment Forum; • Organize and lead in-country investment promotion events or communications with the government; • Advise on the preparation of food and agriculture, rural development, natural resource management and agro-processing studies and strategies, and in the formulation of national sector and/or sub-sector investment plans and programmes; • Advise on developing inclusive and sustainable food systems, involving producers, their organizations, other private sector actors, civil society organizations and government; • Lead the formulation and delivery of capacity development initiatives in the areas of food and agriculture, rural development, natural resource management and agro-processing investment support to government staff, non-state actors and private sector organizations; • Prepare documents in accordance with FAO, government and financing partners’ requirements; • Advise on task organization, selection of consultants, and preparation of terms of reference and in ensuring the quality of outputs; • Represent the Organization at meetings and conferences, advocate for strategic partnerships, best practices and effective policy dialogue; • Develop and negotiate effective working relationships and agreements with international and national partners; • Design and conducts research, data collection, validation, analysis and reporting; • Contribute to production of analytical works including technical briefs and documents on emerging issues and knowledge products; • Contribute to the resource mobilization activities; • Promote investments to transform agrifood systems in Cambodia while communicating and coordinating with potential investors in both public and private sectors, including banks and international financing institutes; • Support other initiatives and opportunities; and • Perform other tasks as required in order to deliver the above tasks.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in development economics, agricultural economics, A natural resource economics, or other relevant fields • At least seven years of relevant experience • Working knowledge of English and Khmer • National of Cambodia

Technical/Functional Skills

• Systemic and analytical capacity on complex issues related to food security and nutrition, agri-food system transformation; • Knowledge and experience on value chain development of agricultural products; • Experience with economic/econometric modelling, economic and financial analysis, statistics data processing, or research in environmental economics; • Experience in organizing participatory processes and contribution to processes related to program development through engagement of a wide range of stakeholders from the government, civil society, academia, and the private sector; • Proven experience and capacity in coordinating and leading the discussions with senior government officials; • Good analytical, presentation and training skills; • Proficient in relevant computer applications such as word processing tools, spreadsheets and statistical package (MS Office-Word, Excel, STATA etc.); • Demonstrated ability to work independently, handle multiple tasks, work under pressure and deliver assignments on time; and • Leading, engaging, empowering and an excellent team player
