You have:
- Bachelor's degree in agricultural economics, socio-economics or related fields.
- Minimum 10 years of experience in the relevant field of expertise.
- Postgraduate degree is an advantage.
- Working knowledge of English and Arabic.
- Syrian nationality is required.
Organizational Setting
The main aim of the FAO Syria Country Office is to assist government to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
Reporting Lines
Under the overall guidance of the FAO Representative in Syria, direct supervision of the FAO water team leader/senior water expert and in close collaboration of relevant programmes and operation staff.
Technical Focus
The agricultural socio-economic specialist will provide agricultural socio-economic assistance for efficient implementation of the irrigation projects including relevant data collection, situation analysis, and impact assessment of the implemented irrigation projects on farmers livelihoods and local economy. In addition, the agricultural socio-economic specialist will support other relevant projects’ activities to enhance sustainable use of natural resources and capacities.
Tasks and responsibilities
- Liaise with FAO Project Managers, technical staff, Resilience Officers, governorate water resources engineers in directing implementation and supervising activities of irrigation-related projects related to socio-economy of the intervention;
- Undertake socio-economic assessment (including conduct of field missions to survey site needs), develop plans (including the use of advanced software tools where appropriate), produce documentation,;
- Develop and delivery training where appropriate;
- Prepare site-specific socio-economic technical reports on the outcomes of irrigation-related activities, including site preparation, progress, testing measures on logbook, final report, and As-Built reports, and prepare periodic progress reports.
- Develop a methodical procedure in which pros and cons for a whole community or various processes are shown and studied for irrigation projects;
- Explore and evaluate the objective of a given plan/program along with associated eventual socio-economic impacts
- Conduct socio-economic assessments for irrigation projects as required (field visits, data collection, analysis, interpretation of results, reporting etc.);
- Produce all informative products such as charts, figures, tables and related socio-economic analysis;
- Prepare work-plans and follow up progress of activities in accordance with projects’ timeline;
- Support efficient and timely implementation of activities in line with work-plans;
- Ensure good communication and cooperation among concerned parties in related projects and activities;
- Develop and review reports for related projects and activities including progress and final reports as required.
- Develop and review communication material (press releases, success stories etc.) on related projects and activities, and coordinate with the communication team in this regard;
- Support implementation of capacity building programmes and ensure well-representation and meeting the needs of local communities;
- Support establishment of water user associations (WUAs) in target areas and ensure raising awareness on the role of WUAs in social cohesion;
- Monitor and follow up site implementation of relevant water activities and produce related reports as required.

Minimum Requirements
- BSc degree in relevant fields such as agricultural economics, agricultural Socio-economics or other related fields.
- Minimum 10 years of experience at the national level in the required field of expertise.
- Postgraduate degree is an advantage.
- Working knowledge of English and Arabic.
- Syrian Nationality.

Technical/Functional Skills
- Proven experience in preparation of written reports in an accurate and concise manner is an advantage.
- Fluency in written and spoken English is essential, strong presentation skills and ability to communicate effectively.
- Ability to work at the project site in difficult conditions.
- Willingness to travel all over the country according to the needs of the programme
- Experience in survey and design of training programs and ability to train other persons
- Experience in managing a small team to undertake studies and design works will be essential.
- Experience in working closely with counterparts and providing training/capacity building
- Experience in conducting socio-economic assessments for irrigation projects is an advantage.
