Organizational Setting

The FAO Representation in Mozambique supports the Government of Mozambique to update the policy-legal framework in the agricultural sector to address challenges of different nature and to improve socio-economic benefits for the people of Mozambique, taking into account the need for alignment with the regional and global policy instruments. The Economist – Agricultural Policy Analyst plays a lead role in the coordination of studies and analysis to provide evidence for policy and planning in the agriculture sector.

Reporting Lines

The Agricultural Policy Analyst will work under the overall supervision of the FAO Representative in Mozambique, with the technical guidance of the Assistant FAO Representative (Programme).

Technical Focus

The Agricultural Policy Analyst will support economic and policy analysis of a range of technical issues in Mozambique.

Tasks and responsibilities

• Provide technical and policy advice on specific issues related to food and agricultural policies, assess policy reform opportunities and articulate policy reform options; • Monitor policies in support of the food and agricultural sector; • Contribute to the development of technical products to support evidence-based policy reform processes with a focus on inputs, trade, markets, price policies and/or investment priorities in the framework of national FSN or agricultural transformation strategies • Conduct analytical studies on specific food and agricultural policy issues, including (i) input, market, trade and price policies that influence value chain performances, (ii) value chain and commodity market analysis, (iii) price, price stabilisation, and stock policies, (iv) financial viability of proposed investments and/or interventions and (v) other emerging issues • Contribute to the drafting of actionable and high-quality policy recommendations, technical reports and policy briefs; • Participate in, organize or facilitate high-level policy meetings, roundtables or other events related to food and agricultural policy analyses in Mozambique; • Support capacity development activities benefitting government counterparts and other selected national partners;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in economics, agricultural economics, development economics, public policy, public financial management, international development or any related field. • 1 year of relevant experience in policy analysis • National of Mozambique or holder of a residence permit in Mozambique at the time of application • Working knowledge of English

Technical/Functional Skills

• Working knowledge of Portuguese will be considered an advantage • Ability to effectively use standard office software, such as MS Office (Windows, Word, Outlook, Excel,), etc. • Ability to analyse the policy context at country level building on political economy tools; • Familiarity with providing policy advice to the Mozambican government; • Capacity to interact with government officials on key policy issues affecting agriculture and food security; • Work experience in more than one location or area of work, particularly in field positions is desirable. • Experience in one or more areas of work: Public expenditure analysis / public financial management, economic analysis of food systems, Food security and nutrition policy, Agricultural prices and/or markets, Trade policy, Agricultural development strategies/investment plans, Political economy of food & agricultural policy, Value chains and commodity markets, Computable General Equilibrium (CGE) and Partial Equilibrium modelling, Cost-benefit analysis of agricultural interventions and/or investments, Value chain analysis, Econometrics, Policy engagement on agrifood policies, contracting mechanisms (e.g. contract farming, marketing agreements, etc.). • Knowledge of current political economic conditions in Mozambique
