Agricultural Officer (One Health)

Organizational Setting The Animal Production and Health Division (NSA) promotes and facilitates the sustainable development of the livestock sector, integrating scientific and technical expertise and policy advice. It hosts technical networks in areas of animal health, genetics, feed and animal husbandry and provides analysis, policy dialogue (including intergovernmental bodies) and technical assistance. It also supports emergency responses, mostly in animal health. The One Health and Disease Control Group (NSAH-CJW) under the Animal Production and Health Division leads and coordinates FAO's priority programme (PPA) actions to promote the One Health (OH) approach as well as through the coordinated action with the Quadripartite (Food and Agriculture Organization of the United Nations (FAO), the United Nations Environment Programme (UNEP), the World Health Organization (WHO) and the World Organisation for Animal Health (WOAH) at global, regional and country levels. The Quadripartite One Health Joint Plan of Action (OH JPA) frames the joint ambition.

FAO's role is to strengthen and support better performing national and international integrated OH systems for human, animal and plant health. FAO, together with the Quadripartite, provides technical and programming support through improved pest and disease prevention, early warning and management of national and global health risks, including Antimicrobial Resistance (AMR) and environmental health, for optimal outcomes for production and global health security. FAO's OH programme is coordinated by One Health and Disease Control Branch, under the Animal Production and Animal Health Division. works across FAO programmes and Divisions, and through decentralized offices.

FAO's work on AMR is framed and guided by the FAO's Action Plan on AMR 2021-2025 and the Quadripartite Strategic framework for collaboration on AMR and various projects, mechanisms, and initiatives within it like the AMR Multi-Partner Trust Fund, the Global Leaders Group on AMR and the AMR Multi-Stakeholder Partnership Platform.

The post is located in the One Health and Disease Control Branch (NSAH-CJW) of the Animal Production and Health Division (NSA) at FAO headquarters in Rome, Italy.

Reporting Lines The Agricultural Officer (One Health) reports to the Senior Animal Health Officer (AMR coordinator) in the NSAH/CJW, under the overall supervision of the Chief, One Health and Disease Control Branch.

Technical Focus Antimicrobial resistance planning, management and coordination, capacity development support and advocacy.

Key Results Research, technical analysis and project related services to support the delivery of programme projects, products and services.

Key Functions • Researches and analyses technical, social, economic, environmental, institutional and technology related information, data and statistics and/or related policy issues to support the delivery of programme projects, products and services. • Produces a variety of technical information, data, statistics and reports as well as input for technical documents and web pages. • Provides technical support/analysis to various assessments, studies and initiatives and provides technical backstopping to field projects. • Collaborates in the development of improved/updated tools, systems, processes and databases. • Participates in multidisciplinary teams and/or leads working groups/teams; collaborates with other divisions and agencies on work groups and committees and promotes best practices. • Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development activities within Member Nations such as policy support, organizational development and individual learning events, including preparation of related information, learning materials and on-line tools. • Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations. • Supports resource mobilization activities in accordance with the FAO Corporate Strategy.

Specific Functions Collaborates with the FAO AMR working group and contributes to implementation of FAO Action Plan on AMR through the following responsibilities: • Assists in the planning and organization of, and participates in technical meetings, expert consultations, and seminars or events related Antimicrobial Resistance (AMR) and One Health. • Collaborates in the development of policies, strategies, knowledge products and advocacy material on antimicrobial resistance; promotes good practices and governance, and ensures coherence with relevant units working on food safety, environmental stewardship and water quality and offers advice to standard-setting efforts of the WOAH and Codex Alimentarius. • Supports the improvement of FAO AMR action plan monitoring and evaluation framework, and contributes to the development and improvement of the FAO AMR indicator in the FAO strategic framework. • Participates in the coordination and development of prevention and control policies for antimicrobial resistant, including surveillance of antimicrobial residues and contaminants. • Collaborates with the Quadripartite (FAO, UNEP, WHO, WOAH) and other global and regional stakeholders working on antimicrobial resistance and One Health. • Contributes to FAO AMR inter-divisional coordination, including participate and facilitate FAO AMR working group. • Supports the implementation AMR tools, including FAO Progressive Management Pathway for Antimicrobial Resistance (FAO-PMP-AMR). • Supports FAO's flagship activity reduce the need for antimicrobial in agrifood system (RENOFARM). • Supports the implementation of CODEX AMR guidelines and standards. • Coordinates AMR, endemic zoonotic disease and One Health in Agrifood Systems as needed. • Undertakes other functions, as requested.

Minimum Requirements • Advanced university degree in animal health, public health, veterinary medicine, veterinary science, antimicrobial resistance, as relevant to the work of the AMR and One Health. • Five years of relevant experience in one or more of the following areas: antimicrobial resistance, antimicrobial use, and relevant work on One Health. • Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions, is desirable. • Extent and relevance of experience in development, coordination, project or programme management, administration or related area. • Extent and relevance of experience in stakeholder outreach and partnership engagement, formulation and management of global health projects pertaining to AMR is considered a strong asset. • Extent and relevant experience in global health project operations in the UN context is considered a strong asset. • Extent and relevant experience in communication, advocacy and resource mobilization is considered a strong asset.
