Organizational Setting

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

Reporting Lines

The Agricultural Economist reports to the Assistant FAO Representative (Programme).

Technical Focus

The engagement will support the implementation of the project, “Emergency assistance in restoring food security and agriculture-based livelihoods in Typhoon Rai affected areas in Region VIII” which aims to enable coconut farmers to immediately resume agricultural livelihoods through provision of agriculture inputs, including fertilizers, intercrops (i.e. Cardaba banana, assorted vegetable seeds, and sweet potato), and garden tools to start alternative livelihoods and improve local food security.

Tasks and responsibilities

The Agricultural Economist will carry out the following tasks:

• Coordinate closely and provide key support to the Project Team Leader with regard to the project results framework. This includes design of appropriate monitoring framework/tools in determining project post-distribution utilization and results/outcomes, preparation and implementation of surveys, including data collection, quality control of data entry and creation, analysis, interpretation, and visualization; • Provide support in development of monitoring and assessment tools in determining the incremental yield, income and total farm productivity of typhoon-affected coconut farms with intercropping support from the project; • In coordination with the Project Technical Working Group and other relevant government agencies and stakeholders, assist in market identification of produce/products from the intercropping intervention; • Design technical assistance interventions to provide agricultural enterprises for farmer-beneficiaries with post-intercropping investment support, including but not limited to market information and business development services to sustain the gains of the project • Coordinate closely with national stakeholders (government (i.e., Department of Agriculture (DA) and Philippine Coconut Authority (PCA) Central Offices), UN Agencies, NGOs, food security and agriculture cluster) involved in Typhoon Odette response and recovery of agricultural livelihoods; • Develop and promote strategic linkages, synergies and partnerships between FAO and other actors from the UN, Government, Donor Community, Academe, Private Sector and Civil Society • Support the preparation and review of monitoring reports; • Participate in technical meetings/workshop organized by the Provincial Technical Working Group and other implementing partners; • Communicate results and reports to government partners, including national stakeholders, such as the DA and PCA to feed into the implementation of the National Coconut Farmers and Industry Development Plan • Support the synergies of the project with other relevant initiatives, programmes and projects • Carry out any other relevant duties within her/his technical competence as may be requested by the FAO Representative.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in agricultural economics, or economics; • Minimum of three (3) years relevant experience in project monitoring and evaluation of projects related to agri-based livelihoods and enterprise development; • A National of the Philippines • Working knowledge (Level C) of English and Tagalog

Technical/Functional Skills

• Experience in implementing agricultural household surveys • Ability to work under pressure and adapt to an evolving and complex humanitarian context and within multidisciplinary and different cultural background teams; • Strong analytical skills and knowledge of emergency response in the context of the Philippines; • Experience in using and programming questionnaires in digital data collection tools (Kobo toolbox, ODK); • Coordination skills with strong individual planning capacity; • Knowledge of humanitarian principles • Demonstrated attention to detail
