Context

To have an impact, the Norwegian Refugee Council (NRC) needs excellence in advocacy, media, and communication throughout the organisation. As part of our Global Strategy 2022-2025, the Advocacy and Media Section, in collaboration with the Public Engagement and Identity Section, will develop a complete package of core advocacy, media, and communications training modules within the next 12 months. Existing modules will be reviewed and extended and work as the basis for the final package. Our aim is to systematise our efforts and develop learning journeys to ensure staff capacity on country level, regional level, and at head office and representational offices grows measurably over time.

We are looking to hire a Capacity Building and Learning Specialist Adviser to act as the project manager. In addition to leading the overall project, the Specialist Adviser will provide technical expertise and design the development and roll-out of the package. The Specialist Adviser will have designated focal points from all sections in a Project Team that will contribute to creating content for the modules, as well as support from an administration coordinator.

What you will do

The Capacity Building and Learning Specialist Adviser will:

• Lead project management and development of a core package of advocacy, media, and communications training modules, working closely with the Project Team members and reference group.
• Manage relationships with key vendors, including e-learning developers and/or other content development professionals.
• Lead a global survey to assess and identify gaps, learning needs and suitable learning methods and channels.
• Coordinate and compile input from the Project Board, reference group and other relevant staff.
• Provide overall steer and expert advice based on best practice on the project process, the development of the training package, and the final training journey.
• Design the content development process and subject matter expert review and feedback cycles.
• Ensure methods are put in place for thorough implementation and evaluation of impact in line with both sections’ broader objectives.
• Advise on possibilities regarding aesthetics, placement, frequency of use of tools, content format, etc. to ensure a smooth learning experience for users.
• Provide a final project brief with clear recommendations on the way forward based on best practice within dynamic adult learning and pedagogy and NRC staff needs.
• Report on the project progress on a weekly basis to the Project Board and regularly to the Global Strategy, Planning and Development section.
• Ensure compliance and adherence to NRC policies, guidance, and procedures, especially in relation to user learning and development.

What you will bring

You will be successful in this role is you have the following;

• Minimum five years’ experience and demonstrated expertise in dynamic adult learning and capacity building.
• Minimum five years professional experience and demonstrated expertise in project management.
• Experience developing e-learning solutions providing an overall training journey for different user needs.
• In-depth knowledge of learning theories and instructional design models.
• MA degree in instructional design, educational technology, or similar relevant fields preferable.
• Experience from and understanding of the humanitarian sector.
• Experience from and understanding of advocacy, media, and communications work.
• Experience in organisational work and cross-departmental coordination.
• Excellent communication and interpersonal skills.
• Fluency in English, both written and verbal.
