ORGANIZATIONAL CONTEXT

In 2021, WFP efforts to help countries to establish and maintain nationally owned programmes as well as implement school feeding programmes with clear handover strategies were taken to the next level with the launch of the School Meals Coalition at the Food Systems Summit. The Coalition, which is a country-led initiative, brings together more than 70 countries and 70 partners who have agreed to support them. As the Secretariat of the Coalition, WFP is expected to provide the thought leadership for this area of work globally, position the coalition at the highest levels, and support and coordinate the efforts of the Communication and Outreach initiative within the School Meals Coalition, with the ultimate objective of helping individual countries move forward with their own national school meals programmes.

THE ROLE

Reporting to the Senior Advocacy and Partnership Officer and embedded in the coordinating body for the School Meals Coalition, the Advocacy and Strategic Communications Officer will support the development and execution of an advocacy and partnerships strategy for the School Meals Coalition and lead in developing a communications plan which supports the delivery of that strategy. The role requires a high degree of independence and deep experience in advocacy and communications that leverages global platforms, processes and events to support broad mobilization around an issue while driving policy change and action at regional and national levels. The role also requires extensive experience in developing communications strategies, narrative and message development and speechwriting for senior leaders.

KEY ACCOUNTABILITIES (not all-inclusive)

Reporting to the Senior Advocacy and Partnership Officer and embedded in the coordinating body for the School Meals Coalition, the main duties of the Advocacy and Strategic Communications Officer are as follows:

  • Supports the development and execution of an advocacy strategy for the School Meals Coalition that 1) has been consulted with and has buy-in from all necessary stakeholders, 2) supports its three major policy priorities, and 3) builds broader and deeper awareness of and support for the importance of school meals to create a conducive environment for the coalition’s success.
  • Leads the development of a communications plan, narratives and messaging that is aligned with and supports the global advocacy strategy.
  • Develops a strategy for engaging champions, or a “Group of Champions”, which enables them to serve as high-level advocates and spokespersons for the coalition and school meals programmes. This might include helping to identify the most strategic platforms and moments at the global, regional and national levels to drive the coalition’s agenda.
  • With the Senior Advisor for Advocacy and Engagement, liaise with stakeholders and decision-makers in key locations of influence, such as diplomatic and UN communities in Rome, New York, and elsewhere, and represents the Coalition as needed with these and other audiences. This can include supporting the Coalition in engaging with key international and regional bodies that are signatories to the Coalition (e.g., AU and EU).
  • With the Senior Advisor for Advocacy and Engagement, contributes to the design of the theory of change on advocacy for the Coalition and participates actively in defining indicators and measurements of success for advocacy efforts.
  • Drafts advocacy messages, products and initiatives that are specifically tailored to separate audiences to reach our advocacy objectives and that are evidence-informed. Adjusts the messaging and the language according to the audience and the objectives at hand.
  • Supports the analysis of audience and stakeholders, develops power and partnership analyses, studies the intended audience in-depth and develops strategies to reach those audiences in the most effective way.
  • Drafts political language for official documents and messaging for the coalition.
  • Develops core communications-related materials such as talking points, briefs, speeches and public-facing documents.
  • Advises and assists in supporting the Secretariat’s engagement with an external communication company to support on all communication-related activities.
  • Liaises with relevant WFP and other UN staff in headquarters, regional and country offices to carry out advocacy objectives and help coordinate advocacy and communications strategies and plans.
  • With the Senior Advisor for Advocacy and Engagement, working alongside relevant WFP and UN staff in regional and country offices, supports coalitional activities in strategic regions and countries to help strengthen actionable regional and country-level commitments towards the coalition’s three objectives.

QUALIFICATIONS AND KEY REQUIREMENTS

EDUCATION:

You have:

  • Advanced University Degree (Master’s Degree or equivalent) in Political Science, International Relations, Social Science, Economics, Law, Public Administration or a related field is preferred or First University Degree with additional years of professional experience.
  • Training/course certificates and/or proven experience in facilitating advocacy related training workshops.

EXPERIENCE:

You have:

  • Minimum 5 years of relevant progressively responsible experience in policy advocacy, strategic communications, international campaigns, coalition & partnerships building and high-level stakeholder engagement in the international development and humanitarian sector.

LANGUAGE:

You have:

  • Fluency (level C) in English language.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language)

MORE ABOUT YOU

You have:

  • Demonstrated experience in developing action-oriented high-level advocacy strategies and plans at the global, regional or national levels
  • Proven ability in building and supporting the leadership of coalitions and partnerships that have clear political and policy objectives, both global, regional and national, and broad sets of stakeholders.
  • Demonstrated ability in developing international campaigns, including defining advocacy and communications goals.
  • Strong familiarity with working in issue-areas related to school meals such as global health, nutrition, and education.
  • Proven and strong ability to leverage research and evidence, high-level events and platforms, peer-to-peer learning and south-to-south cooperation/technical assistance initiatives for advocacy impact, particularly to ensure that the Coalition’s five initiatives are integrated and feed into each other.
  • Proven track record executing high-level advocacy efforts (including activities and events), targeting diverse stakeholders and navigating complex organizations and relationships.
  • Demonstrated knowledge of global and regional platforms and proven ability to drive political and policy outcomes and/or convene diverse stakeholders around a shared agenda, such as the UN General Assembly High-Level Debate, the G20, IMF-WB Annual and Spring Meetings and World Economic Forum’s Annual and Regional Meetings.
  • Strong understanding of key actors, platforms, financing structures in one or more sectors that cut across school meal programmes (e.g., education, social protection, health and nutrition and agriculture sectors)
  • Strong negotiation and communication skills.
  • Excellent oral, writing and public speaking skills.

TERMS AND CONDITIONS

Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
