ORGANIZATIONAL CONTEXT

You will be joining a community of over 4,000 team members, worldwide – ranging from facility managers, engineers, and environmental officers to drivers and maintenance workers, managing critical Management Services (Administration and Engineering) that WFP’s humanitarian operations cannot run without. Management Services (Administration) ensure accessibility of facilities, and duty-of-care of employees and enable the actions of our more than 23,000 colleagues. At the core of WFP’s efforts to respond quickly to dynamic operational needs - Management Services is there!

The responsibilities of our Management Services professionals include managing travel, accommodation, and protocol support; delivering and maintaining fit-for-purpose facilities; managing WFP’s pool of assets including light & armoured vehicles; and providing guidance on oversight, internal controls, and anti-fraud management.

With the implementation of the Management Services Strategy covering the period 2023-2026, the HQ restructure, the repositioning of the function as Management Services and the shift towards providing a greater level of direct support to the field with enhanced engagement, advocacy & compliance with WFP’s corporate standards, the need for a unique skill set to manage a diverse portfolio which covers coordination/facilitation, change management, business continuity in the operationalizing of the MSD strategy, advocacy, facility design, engagement, culture & management is fundamental. For a successful implementation of the newly defined functional strategy, special attention, and efforts in the area of communication and advocacy will be required; the proposed timing is also in complete alignment with the implementation of the strategic workforce planning action plan where defined activities will require specific temporary support and dedicated communication actions to accompany the transformational journey the function is embarking on.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Director MSD and in close collaboration with the Workplace Culture Department and the Communications and Advocacy Division, the Advocacy & Culture Lead will perform the following duties:

  • Provide direct support to the MSD director, MSD leadership team & regional MS leadership team on strategic positioning & messaging of key Management Services workstreams and ensuring comprehension of the overarching value add to the organization.
  • Support the division's efforts building up communication, coordination, culture & engagement capacity and best-practice sharing across the organization.
  • Oversee and guide the implementation of the MS Engagement, Advocacy & Culture strategy though a team of divisional focal points in liaison with relevant partners to promote an informed and engaged divisional community centred around WFP’s corporate values and workplace culture initiatives and objectives.
  • Act as lead liaison with key functions within WFP like PRO Disability Inclusion, CAM, PCC, Diversity and inclusion & HR to ensure the division and function is actively informed, engaged and where appropriate, compliant with corporate standards and practices.
  • Provide direct support to Regional Management Services officers in the conceptualization and delivery of key and important regional workshops.
  • Act as the global gatekeeper of WFP’s facility brand identity, ensuring all new facility and engineering projects at HQ and throughout the field accurately represent WFP’s updated brand identity.
  • Align all of MS key outward facing deliverables to WFP’s & MSD’s strategic vision & mandate.
  • Develop a monitoring tool to digitally oversee the release of MS outputs and readership for responsive strategy development.
  • Ensure a high level of consistency and accuracy, while adapting and updating content and events for this wide variety of audiences, on statements, newsletters, presentations, website content, briefings, articles, talking points, key messages and other campaigns for the division
  • Work in close collaboration with counterparts to align activities and ensure a coherent approach to divisional and functional outreach and advocacy within WFP in relation to the functions workstreams and divisional/functional alignment with the WFP People Policy.
  • Mitigate any reputational risk arising from the work of the MSD function (internally & externally) through foreseeing potential problem areas and provide tailored approaches to counter negative perceptions when required (internally & externally)
  • Help engage internal partners to contribute to MSD strategies when appropriate
  • Any other culture, advocacy & coordination tasks upon request.

DELIVERABLES AT THE END OF THE CONTRACT

  • Successful implementation of advocacy, engagement and culture initiatives to achieve the functional change process (all staff meetings, regional workshops, webinars, keynote speakers, etc.) enhancing the overall transformation of the MS function.
  • Support provided to HQ branches, RBs & COs to conceptualize strategic achievement of outlined objectives in relation to divisional and functional strategies & projects
  • Staff feel equipped, informed and empowered to contribute to MS & WFP strategies
  • Senior leadership is advised on best communication practices to promote transformational change
  • Effective development and management of a team and network within the Division
  • Senior management receives support on critical events, engagement & activities
  • Any other related duties as required

QUALIFICATIONS AND KEY REQUIREMENTS

Education:

You have:

  • Master’s or Bachelor's Degree with additional years of related work experience within a humanitarian agency

Experience:

You have:

  • At least 5 years of relevant, postgraduate experience including or supplemented by relevant engagement, workplace culture, architectural design, communications, management or public relations experience
  • Proven experience in managing and coordinating multiple stakeholders

Language:

You have:

  • Fluency (level C) in the English language.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working langauge) would be an asset

TERMS AND CONDITIONS

A Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period of up to 2 years.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
