OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Communicable Diseases and Environmental Determinants of Health Department (CDE) promotes, coordinates, and implements technical cooperation activities directed toward the surveillance, prevention, control, and elimination of communicable diseases and zoonosis that are technically sound and appropriate for the political and sociocultural context in which they are implemented. It strives to achieve a sustainable impact on health by providing normative guidance, furthering the implementation of evidence-based interventions, and fostering alliances that strengthen country capacity, improve the effectiveness of inter-country collaboration, and facilitate policy and decision-making processes through improved health information coverage, analysis and quality at all levels.

DESCRIPTION OF DUTIES

Under the general supervision of the Director, Communicable Diseases and Environmental Determinants of Health Department (CDE), and the direct supervision of the Unit Chief, HIV, Hepatitis, Tuberculosis, and Sexually Transmitted Infections (CDE/HT), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide technical guidance and advice and support the strengthening of a public health, evidence based, data driven and human rights compliant response to Tuberculosis (TB), towards the elimination of TB as a public health problem in the Americas, in the context of Sustainable Development Goals and Universal Health Coverage, and in line with the WHO’s End TB Strategy, and the commitments of the United Nations High Level Meeting on TB, Sustainable Health Agenda for the Americas 2018-2030 and Strategic Plan of the Pan American Health Organization 2020-2025: Equity at the Heart of Health;
  2. Provide technical guidance and support for the implementation and coordination of interventions outlined in the three pillars of the End TB strategy, namely integrated patient centered prevention and care of TB, bold policies and supportive systems, intensified research and innovation;
  3. Provide upstream technical advice, reference and expertise aimed at the achievement of the commitments of the United Nations High Level Meeting on TB, and where appropriate, elimination, targets and milestones set for 2025 and 2030, with priority given to policy dialogue, updating of norms and standards in line with WHO strategy, guidelines and recommendations, and supporting countries with their implementation;
  4. Collaborate with Member States and national TB programs in the review, update and strengthening of national strategies for TB prevention and control and TB operational plans, norms, standards and tools, and in monitoring and reporting against national, regional and global indicators as well as with fundraising efforts to finance national, subnational and local TB responses;
  5. Facilitate collaboration and coordination with other public health programs and strategies, in order to synergistically address co-infections and comorbidities such as TB/HIV, TB/diabetes, TB/mental health, TB/other NCDs and more broadly vulnerability and its social determinants, and implement social protection measures;
  6. Coordinate and support timely and smooth implementation of ongoing TB activities within the USAID/PAHO umbrella agreement and the Global Fund Regional grants related to TB, being PAHO recipient or sub-recipient;
  7. Coordinate the implementation of initiatives and innovative approaches in TB prevention, control and elimination in collaboration with HIV, Viral Hepatitis, Sexually Transmitted Infections, Mental Health, Health Systems Strengthening, Social Determinants of Health and other concerned Units and partners, to achieve a comprehensive multi disease approach;
  8. Support and coordinate design and implementation of interventions aimed at prevention, control and monitoring of multidrug resistant (MDR) and extensively drug-resistant (XDR) TB, in full coordination with PAHO’s special project on AMR;
  9. Facilitate and support advocacy efforts ensuring that TB remains highly visible in the political and development agenda, including informing and convening the TB Parliamentarians’ Front, the celebration of World TB Day, participation in summits and conferences, and contribute to relevant publications;
  10. Facilitate and maintain linkages with WHO’s Global TB Program, the Union, the STOP TB Partnership, Civil Society Organizations, the Green Light Committee (GLC), the Global Fund as well as other partners and stakeholders, and represent the HT Unit as appropriate;
  11. Facilitate the rollout of new tools for TB prevention, control and elimination, including new drugs, diagnostics and possibly a new TB vaccine, and advocate and contribute to operational research on TB following orientations and priorities promoted by PAHO/WHO;
  12. Contribute to the development, review and update of the biennial work plan (BWP), programs and budgets, semiannual work plans and periodic evaluations for assigned projects relevant to TB;
  13. Contribute to the efforts of the Organization in resource mobilization through the development and submission of innovative proposals to funding agencies and donors;
  14. Act as Team Lead for the Regional TB Team within the HIV, Hepatitis, Tuberculosis, and Sexually Transmitted Infections (HT) Unit in close coordination with the Unit Chief;
  15. When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities;
  16. Perform other related duties, as required.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in a health-related profession and a master's degree in public health or in any other field related to the functions of the post, from a recognized university.

Experience****:

Essential: Nine years of combined national and international experience in policy formulation, management, provision of technical support and organization of service delivery systems for TB, application of public health principles and the health promotion approach and resource mobilization.

Desirable: At least four years’ experience in developing, implementing or providing direct technical support to TB programs at national or subnational levels, incorporating gender, ethnically sensitive and human rights approaches to the delivery of health services for TB would be an asset.

Technical Expertise:

  • In-depth knowledge and understanding of the epidemiology and the determinants of Tuberculosis, of health service development and delivery, and the impact/effects of TB on individuals, communities and institutions.
  • Expertise in prevention and control of Tuberculosis, including DR-TB, coinfections and comorbidities with emphasis on vulnerable populations within health systems and service delivery.
  • In-depth understanding of vulnerability to all forms of TB, coinfections and comorbidities, of related stigma and discrimination and how these impact access to health services, including service providers and stakeholders in the health sector environment.
  • Knowledge and understanding of aspects related and needed for accelerating efforts towards TB elimination at national or subnational levels.
  • Knowledge and deep understanding of populations particularly affected by TB, such as indigenous populations, persons deprived of their liberty or in institutions, persons living in the street, among others.
  • Strong public health and strategic thinking background showing resourcefulness, initiative, leadership qualities, skills to deal with difficult situations and sensitive areas; demonstrated ability to identify, assess, analyze, synthesize and provide recommendations on key political and technical issues.

Languages:

Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset

IT Skills:

Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook. Other IT skills and knowledge of other software programs will be an asset.

REMUNERATION

Annual Salary****: (Net of taxes)

USD $75,602.00 post adjustment

Post Adjustment****: 54.1% of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
