Role Summary

We are looking for a Tourism Development Advisor to be embedded in the Center of Government in Lomé, Togo, to accelerate the delivery of the tourism dynamization strategy recently launched by the Government that aims to support the structural transformation of the sector. The successful candidates will play an instrumental role in supporting TBI’s project in the country, across critical policy topics for governments.

This is an exciting opportunity requiring exceptional candidates who have experience advising either private or public sector clients, a can-do attitude, appetite to make an impact and comfort operating in politically complex environments.

Working alongside government counterparts and other key stakeholders, the Advisor will be responsible to deliver the following key objectives :

1. Lead the delivery of the priority projects included within the tourism development strategy; 2. Support key actors to accelerate the creation and operationalization of a new tourism agency; 3. Provide additional ad hoc advice to launch initiatives such as the national promotion brand and the tourism site label

Key Responsibilities

As an Advisor, you will play a crucial role in supporting the following key responsibilities :

  • Lead the delivery of the tourism development strategy by engaging with key stakeholders (public, private, and international organizations) in order to deliver the projects included in the strategy
  • Identify and implement quick-wins that can foster the implementation of the tourism development strategy
  • Support the client in the effective setup of the Togo Tourism Agency and of the Togo Site Touristique label
  • Support TBI’s role in delivering strategic direction, policy advice and delivery of projects to our government counterparts, spanning a broad range of topics and fluctuating over time
  • Strengthen the client’s strategic planning, coordination, and monitoring functions
  • Deploy a strategic approach to review progress, prepare status reports, and consider alternative approaches if needed, in order to deliver projects timely and accurately
  • Develop and maintain trust-based relationships with government and private sector actors as well as development partners, including targeted communication activities
  • Maintain delivery quality, in line with project objectives and government expectations
  • Anticipate project risks and suggest actions to mitigate them
  • Conduct research and analysis on a variety of topics, and document it in Word or PowerPoint reports
  • Ensure effective management processes and systems are in place, including data collection, analysis and reporting in order to deliver projects timely and accurately
  • Support the TBI Country Director and other team members on various strategic initiatives, including contributing to skills development of analysts and other activities

Person Specification

To be successful in this role you will need to be closely aligned with the Institute’s outlook and mission and be entrepreneurial in your approach to your work. The successful candidate will need to demonstrate the following skills, knowledge and experience :

  • Master degree with more than 7 years experience. Or a Bachelor degree with more than 10 years experience
  • Significant experience in tourism product development, tourism strategy implementation, relevant program management, and/or management consulting
  • Enthusiasm for the tourism sector and more specifically for the development of the tourism sector in sub-Saharan Africa
  • Subject-matter expertise in relevant project areas (Culture, Ecotourism, MICE, etc.) and public sector advisory is an asset
  • Previous experience engaging African governments on private sector development, either working in the private sector, consultancies, or donors
  • Exceptional problem-solving and analytical skills, including sound knowledge of data analysis, strategic planning, and project management tools
  • An ability to be a self-starter, work independently, but also be a strong team player
  • Ability to think strategically and translate strategies into concrete and implementable plans
  • Results oriented, structured, resilient in seeing projects through the end to end a willingness to be pro-active and go the extra mile
  • Highly developed analytical skills that can be deployed in a range of contexts
  • High quality communication, drafting and presentation skills
  • The confidence, experience, communication skills and credibility to operate at a senior level in government and TBI
  • International exposure a plus
  • Role must be filled by an individual who can move to, live and work in Togo
  • Strong sense of ethics, discretion and perseverance required

  • Fluency in written and spoken English is required

Client and environmental awareness

  • Excellent interpersonal and presentational skills; able to quickly establish TBI’s credibility with the client
  • Ability to operate within sometimes sensitive political contexts and be attuned to potential areas of conflict or tension. Apply sound judgement in all external engagements on behalf of TBI
