OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Department of Innovations, Access to Medicines and Health Technologies (IMT) is responsible for promoting, coordinating, and implementing the Organization’s technical cooperation in access to and rational use of quality medicines and other health technologies. IMT works across all categories of medicines and health technologies, including medicines, vaccines, diagnostics, medical equipment, blood products, and organs for transplantation. IMT supports countries in addressing barriers to access, addressing challenges across the medical product full life cycle, strengthening regulatory capacity and supporting evidence-based decision making and rational use through health technology assessment. IMT consolidates action in the development of pharmaceutical and other health technology related services and leads efforts in innovation through the regional platform to advance the manufacturing of vaccines and other health technologies, increasing regional capacity in the research and development of priority health products, and supporting the generation of ecosystems to enable development, production and access to medicines and other health technologies.

The incumbent is a member of the Access to Medicines and Health Technologies (AH), providing advice and guidance for the implementation of technical cooperation activities in countries in the Region of the Americas, coherent with strategic orientations provided through Resolutions of the PAHO Governing Bodies, the Strategic Plan, and the Biennial Work Plan (BWP). The incumbent will provide technical support to Member States to strengthen supply chain resilience of essential health technologies as part of the Grant provided by the Department of Foreign Affairs, Trade and Development of the Canadian Government, and he/she will also represent PAHO on multiple projects related to this objective.

DESCRIPTION OF DUTIES

Under the general supervision of the Director, Innovation, Access to Medicines and Health Technologies (IMT) and the direct supervision of the Unit Chief, Access to Medicines and Health Technologies (AH), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide technical and strategic advice for the implementation of the Resolution CD59/8 on "Increasing production capacity for essential medicines and health technologies", by providing technical guidance to Member States to strengthen supply chain resilience of essential health technologies;
  2. Provide technical leadership for the management of the regional studies on supply chain resilience of essential health technologies in the Region of the Americas. This includes collaborating and coordinating with study researchers, follow-up, timeline management, technical support and collection of relevant information for the development of the studies, and performing other project management tasks;
  3. Lead the development of national roadmaps for the strengthening of supply chain of essential health technologies in the Region of the Americas;
  4. Lead and oversee the development of regional and/or national lists of priority products for supply chain of essential health technologies;
  5. Provide direct technical guidance to Member States on institutional arrangements, partnerships and policy approaches that will increase their production capacity for essential medicines and health technologies;
  6. Lead technical meetings with internal and/or external stakeholders, including national and regional meetings with PAHO Member States, in order to provide technical recommendations related to supply chain resilience of essential health technologies;
  7. Provide expert advice and guidance to Member States on priority setting approaches of health technologies of interest (including vaccines) that will inform their interest of expanding their production capacities, through technology and knowledge transfer approaches;
  8. Provide technical direction and support the implementation and the development of of the HSS/MT Unit activities as defined in the Biennial Work Plan (BWP);
  9. Collaborate with counterparts in WHO and WHO’s Regional Offices to coordinate activities regarding supply chain resilience of essential health technologies;
  10. Collaborate and ensure the preparation and submission of timely and accurate technical reports and other documentation to comply with donor commitments and PAHO requirements;
  11. Contribute and collaborate in the preparation, revision and supervision to ensure compliance with the Team’s expected results;
  12. When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities;
  13. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A university degree in medicine, other health science or any other discipline related to the functions of the post, and a master’s degree in health economics or related area from a recognized institution.

Experience****:

Essential: Nine years of combined national and international professional experience in programs or activities in the area of Health Technologies (research, development, production, regulation, HTA, reimbursement, management), complemented by at least six years of professional experience working in an international health organization.

Desirable: Experience with PAHO, WHO, UN Agencies or NGOs would be an asset.

Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

REMUNERATION

Monthly Salary****: (Net of taxes)

Post Adjustment****:

$4,091.83 This amount is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
