OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Ethics Office plays a key role in promoting a culture of ethics, integrity, transparency and accountability in the Pan American Health Organization (PAHO). This role includes providing guidance, advice and training to help personnel make the right ethical decisions; fostering compliance with PAHO’s Code of Ethical Conduct and the ICSC Standards of Conduct for the International Civil Service; engaging in anti-fraud and anti-corruption activities; preventing sexual misconduct, harassment and other types of abusive conduct; and protecting personnel from retaliation.

DESCRIPTION OF DUTIES

Under the technical guidance of the Senior Advisor, Prevention and Response to Sexual Misconduct (PSEAH) and the general supervision of the PAHO/WHO Representative (PWR), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

Strategic Direction and Compliance

  1. Develop and oversee the PRSEAH country action plan for PWR/VEN and other PAHO/WHO country offices in the region, as applicable, to strengthen prevention, detection, reporting and response capabilities
  2. Mainstream PRSEAH in all PWR/VEN programs and operations, with special emphasis on emergency operations, vaccination campaigns and other community-facing programs to mitigate potential risks and to protect personnel and the civilian population from SEA
  3. Identify and address systemic issues, risks, trends, and concerns related to SEAH in PWR/VEN operations and activities in the country with particular focus on community facing programs and activities that inherently carry a higher risk of SEAH
  4. Ensure that all PWR/VEN personnel are aware of and adhere to PAHO’s zero tolerance policy on SEAH and zero tolerance for inaction, their reporting responsibilities, and knowledge of and easy access to reporting mechanisms
  5. Carry out risk assessments and implement risk reduction measures in the country of operations, including proper background screening for candidates being considered for assignments or contracts in PWR/VEN; ensure that contractual partners are assessed for PRSEAH, and promote an environment that supports the safe reporting of SEAH concerns
  6. Contribute to the development of new and revised policies to ensure that PAHO remains at the forefront of best practice regarding PRSEAH
  7. Country Operations
  8. Implement safeguarding measures during the onboarding of new personnel and while operations and activities are taking place
  9. Ensure that PAHO personnel and the communities served by PAHO have effective and confidential reporting mechanisms at the local level to report SEAH; implement clear SOPs for handling of community complaints, map and streamline existing referral systems
  10. Participate in field missions, emergency operations, vaccination campaigns and other community-facing programs to monitor the situation on the ground and respond to any concerns expressed by community members about the way they are being treated by PAHO personnel and/or by implementing partners
  11. Serve as the main contact point in PWR/VEN for the reporting of concerns relating to sexual misconduct, take action to assist, guide and protect victims/survivors and report allegations or concerns right away to the appropriate offices at PAHO/HQ
  12. Provide guidance and support to the PAHO/WHO Representative and managers in PWR/VEN and other PAHO/WHO country offices, as necessary, on their responsibilities, roles and accountabilities for PRSEAH, including providing briefings on risks and incidents where appropriate
  13. Training and Outreach
  14. Undertake regular and recurring training of all personnel, contingent workers and counterparts to raise awareness on PRSEAH, including during the induction process
  15. Develop awareness material, including posters, brochures and videos, to increase the knowledge of PWR/VEN personnel on the standards of conduct expected of them as international civil servants
  16. Organize and provide PRSEAH training for personnel in PWR/VEN and other PAHO country offices, as well as in the communities served by PAHO
  17. Undertake outreach activities so that PAHO contractors, service providers and partners are aware of PAHO’s zero tolerance policy on SEAH and can manage their activities accordingly
  18. Support UN system efforts for scaling up in-country PRSEAH programs and services
  19. Participate in the UN Country Team (UNCT) and contribute to the development of joint action plans with a focus on joint risk assessments, inter-agency community-based complaint mechanisms (CBCM), victims’ assistance referral pathways, community awareness, community engagement on PRSEAH matters, joint training, operational reviews, lessons learned, etc.
  20. Contribute to various PSEA thematic work in relevant working groups (Gender Based Violence Area of Responsibility, Protections Cluster, etc.)
  21. Develop a communication strategy together with the Inter-agency Humanitarian Working Group to facilitate awareness-raising in communities on their rights, the fact that humanitarian assistance is never conditioned on sexual favors, and how to submit complaints
  22. Participate in joint UNCT network activities
  23. Support and ensure the inclusion of PRSEAH in humanitarian response plans, campaigns and events and funding appeals
  24. Mainstream PRSEAH among implementing partners, including national Governments, NGOs and INGOs
  25. Conduct risk assessments and monitor compliance by implementing partners of the UN Protocol on Allegations of SEA to ensure adequate safeguards are in place and appropriate action is taken relating to sexual exploitation and abuse
  26. Carry out assessments of the PRSEAH training programs used by implementing partners and undertake awareness and training sessions for implementing partners as part of PSEA capacity building
  27. Other Activities and Responsibilities
  28. Promote a culture of ethical behavior and integrity in PWR/VEN in accordance with the Organization’s Code of Ethical Conduct to help ensure a culture of respect, responsibility, accountability and compliance
  29. Serve as an active member of the PAHO PRSEAH Focal Point network and attend in-person and virtual meetings of the network
  30. Prepare an annual report on the PRSEAH activities undertaken in PWR/VEN
  31. Perform other related duties, as assigned

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in a social science, and a master’s degree in gender studies, humanitarian affairs, human rights, law, social work, public health, development studies, or any other discipline related to the functions of the position from a recognized university.

Desirable: Specialized training in areas related to prevention and /or mitigation of sexual and gender-based violence would be an asset.

Experience****:

Essential: Nine years of combined national and international work experience, including experience in humanitarian relief work. At least three years of experience in the prevention of sexual exploitation and abuse, sexual and/or gender-based violence (SGBV) or related work

Desirable: Exposure to international development and humanitarian architecture, familiarity with the UN system and global coordination structures like the Inter-Agency Standing Committee. Experience in developing and facilitating training and capacity-building activities is an advantage. Familiarity with data protection and confidentiality measures

Technical Expertise:

Proven expertise in PRSEAH program management or related fields.

Demonstrated expertise in the field of preventing and responding to sexual exploitation and abuse, sexual harassment, gender-based violence, staff misconduct and discipline, gender mainstreaming, safeguarding/protection, and/or humanitarian affairs.

Understanding of international development and humanitarian architecture:

Familiarity with the UN system and global coordination structures (e.g. IASC).

Proven ability to develop and implement action plans/strategies and manage projects and own workload.

Excellent communication skills to negotiate /enlist cooperation from a broad range of actors from multi-disciplinary backgrounds.

Strong organizational skills complemented with the ability to work in a proactive and independent manner, with appropriate oversight. Ability to multi-task and produce results under pressure.

Diplomacy, tact, and discretion.

Proven ability to engage with multiple stakeholders at all levels and with local communities.

Languages:

Very good knowledge of Spanish with a working knowledge of English. Knowledge of French and/or Portuguese would be an asset.

IT Skills:

Demonstrated ability to effectively use current technology and software, spreadsheets, and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.
