OBJECTIVES OF THE PROGRAMME

To provide technical and coordination support to Ministry of Health (MoH) on health systems including health financing for universal health coverage (UHC), and health and development more broadly. To coordinate the overall development and implementation of WHO Country Office (WCO) programme of work on health systems strengthening for UHC.

DESCRIPTION OF DUTIES

Under the overall supervision of the WHO Representative to Myanmar (WR), and in consultation with Director, Department of Health Systems Development, HSD/SEARO, and in collaboration with relevant Regional Advisors SEARO , the incumbent will:

1. Lead WHO technical advice to MoH on health sector policy, strategy and planning, and monitoring and evaluation of progress on health system strengthening for UHC, including policies on health financing and other critical resources required for improved service delivery. This includes alignment of disease/intervention specific programme areas with an overarching national UHC strategy;

2. Coordinate all WCO health system activities, including definition of priorities, progress with implementation of agreed deliverables, and clear division of specific responsibilities among WCO staff;

3. Identify programme area for which additional international expertise required and mobilize as needed;

4. Lead WHO support for sustainable national capacity development especially on evidence to inform the policy including the use of relevant policy tools e.g. National Health Accounts. This shall require interaction beyond MoH, notably with academia and international networks;

5. Lead WHO support to MoH to head-up evidence-based, multi-sectoral advocacy and action on UHC with health and development related sectors;

6. Lead WHO support to MoH for systematic alignment of multiple stakeholder contributions to the national UHC strategy, includingthat of development partners and NGOs. As required, the incumbent shall represent WHO on technical committees and mechanisms established for better health systems coordination by government and development partners;

7. Within WHO, work with other technical areas in WCO on health systems for UHC. Oversee management of GAVI & GFATM HSS activities and other future donor-funded HSS activities to be coordinated by WHO;

8. Support SEARO & other Member States on health system strengthening for UHC equivalent to a maximum of 20% staff time; and

9. Perform other relevant duties assigned by WHO Representative.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree in public health, health economics or other relevant social science with a focus on health systems from a recognized institution. Desirable: A university degree in medicine from a recognized university. A doctoral degree in public health/health systems development.

Experience

Essential: Minimum of 10 years of relevant work experience, including considerable professional experience obtained in an international context, in health and development including health policy and strategy development, health planning, implementation and monitoring /evaluation of health systems. Desirable: Experience working in developing countries in health policy, programme planning, services delivery, training and monitoring & evaluation.

Skills

  • Demonstrated technical writing skills to formulate policies, strategies and plans.
  • Demonstrated communication skills with respect to conveying technical aspects to policy makers as well as building consensus among stakeholders at country level.
  • Demonstrated ability for national capacity development.
  • Demonstrated capacity to foster and lead teamwork across a variety of interested parties especially in the national policy/strategy/planning development processes as well as for a ‘one WHO' response at country level.
  • Demonstrated capacity to raise the profile of WHO in Myanmar.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2924 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
