OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Communicable Disease Prevention, Control, and Elimination Department (CDE) promotes, coordinates, and implements technical cooperation activities directed toward the surveillance, prevention, control, elimination and/or reduction of communicable diseases, zoonoses and environmental threats to health that are technically sound and appropriate for the political and sociocultural context in which they are implemented. It strives to achieve a sustainable impact on health by providing normative guidance, furthering the implementation of evidence-based interventions, fostering alliances that strengthen country capacity, improving the effectiveness of inter-country collaboration, and facilitating policy, strategy and decision-making processes and quality at all levels.

DESCRIPTION OF DUTIES

Under the general supervision of the PAHO/WHO Representative, and the direct supervision of the Advisor, Health Surveillance, Disease Prevention and Control, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

1. Provide technical advice and support to the Ministry of Health in order to enable its malaria program to focus on achievable and sustainable interventions towards elimination of local malaria transmission;

2. Advocate for and provide technical support to the Malaria Global Fund project in orienting its funding and efforts towards reinforcing country capacity to reach the malaria goals set in the National Strategic Plan for Malaria Elimination;

3. Provide technical, strategic advice and programmatic direction for the implementation of key malaria interventions in Haiti (e.g. diagnosis, treatment, vector control, surveillance, health systems strengthening, advocacy, and targeted population-focused interventions, among others);

4. Collaborate with the national authorities and partners in implementing and reinforcing case-based surveillance for malaria elimination;

5. Mobilize resources for the implementation of key malaria interventions;

6. Advise and provide technical support to the Ministry of Health in developing the monitoring and evaluation framework for malaria elimination in the country with focus on tracking the achievement of milestones and indicators of success;

7. Provide technical support and collaborate in implementing the Organization’s efforts under the Malaria Zero consortium, including the process of reorienting the malaria program towards elimination and facilitating the Haiti-Dominican Republic bi-national discussions to develop and implement joint activities;

8. Supervise and collaborate with the national authorities and partners in the organization and execution of a comprehensive plan for capacity development in Malaria Elimination ensuring optimum quality;

9. Prepare, compile and present mid-term and annual technical performance progress reports which includes the following information among others: summary of technical support, key accomplishments and indicators achieved, description of capacity-building strengthening activities, key challenges, Country Coordinating Mechanism (CCM) and Principal Recipient/Sub Recipient (PR/SR) plans for the succeeding period, overview of budget monitoring, success stories or best practices;

10. Collaborate in the application of epidemiological concepts, principles, and methods for planning, programming, managing and evaluating malaria surveillance, prevention control and elimination;

11. Collaborate in the development of standards, guidelines, and procedures for the organization, operation, and evaluation of program activities;

12. Promote and provide technical cooperation in planning and implementation of operational research towards malaria elimination, and other tasks as requested;

13. Promote activities to mobilize financial and political support for malaria efforts and follow up on commitment of key actors;

14. Promote and support the coordination of alliances and operational associations among institutions and malaria / health partners at different government levels (national, departments and communities);

15. Support the preparation of proposals for submission to the Global Fund and other financial institutions, as well as the implementation of corresponding work plans;

16. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A university degree in a health-related profession and a master’s degree in epidemiology, public health, infectious diseases or any other field related to the post, from a recognized university.

Experience****:

Essential: Nine years of combined national and international experience working in malaria control, including program management and implementation of projects, supervision, training and/or research. Experience should include a demonstrated capacity to prioritize and promote implementation of high impact activities to control malaria in low-income countries.

Languages:

Very good knowledge of French or English with working knowledge of the other language. Knowledge of Spanish and/or Haitian Creole would be an asset.

IT Skills:

Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

REMUNERATION

Monthly Salary****: (Net of taxes)

USD $6,443.83 (Salary is non-negotiable)

Post Adjustment****:

USD $3,937.18 This amount is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
