OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Communicable Diseases and Environmental Determinants of Health Department (CDE) promotes, coordinates, and implements technical cooperation activities directed toward the surveillance, prevention, control, elimination and/or reduction of communicable diseases, zoonosis and environmental threats to health that are technically sound and appropriate for the political and sociocultural context in which they are implemented. It strives to achieve a sustainable impact on health by providing normative guidance, furthering the implementation of evidence-based interventions, fostering alliances that strengthen country capacity, improving the effectiveness of inter-country collaboration, and facilitating policy and decision-making processes.

DESCRIPTION OF DUTIES

Under the direct supervision of the Advisor, Health Surveillance, Disease Prevention and Control and the general supervision of the PAHO/WHO Representative, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide technical, strategic advice and programmatic direction to national health authorities to strengthen the country’s malaria program with the aim of focusing on achievable and sustainable interventions towards elimination of local malaria transmission;
  2. Coordinate the planning, organization, execution, monitoring and evaluation of the actions of the Global Fund’s project on malaria in Venezuela;
  3. Advocate for and provide technical support for the Global Fund malaria project by streamlining efforts for the development and strengthening of country capacity in order to achieve the goals on malaria as established in the National Strategic Plan;
  4. Coordinate the execution of malaria activities with the United Nations Development Program (UNDP), officials of the Ministry of Health, non-governmental organizations, community-based organizations and civil organizations;
  5. Organize and supervise the training activities carried out by PAHO in the Global Fund project, including training on case management, community agents, severe malaria, microscopy and malaria data management;
  6. Coordinate with the MOH and UNDP on efforts to expand the malaria diagnosis and treatment network (permanent posts and mobile community agents);
  7. Coordinate with the MOH and UNDP on the actions to organize and strengthen the operation of the malaria operational teams in the municipalities prioritized in the Project;
  8. Support together with the MOH and UNDP the planning, organization and coordination of the distribution of Long-Lasting Impregnated Nets (LLIN);
  9. Provide technical support to the MOH and UNDP in the organization and operation of the drug supply chain and rapid tests distribution in the prioritized municipalities;
  10. Coordinate the actions by PAHO to support the strengthening of the epidemiological surveillance system for malaria;
  11. Coordinate with the UNDP and the MOH the actions carried out by PAHO to support the information processes related to the indicators of the project performance framework;
  12. Promote and provide technical cooperation in planning and implementation of operational research in malaria;
  13. Promote activities to sensitize countries to mobilize political support for the PAHO/WHO Malaria Program and foster commitment of key actors in engaging in joint activities in areas of common epidemiological interest;
  14. Promote alliances and operational associations among institutions from different sectors of the society, at different government levels (national, regional and local);
  15. Supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities, when required;
  16. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A university degree in a health-related profession and a master’s degree in epidemiology, public health, tropical medicine or in any other field related to the functions of the post, from a recognized institution.

Desirable: Advanced training in epidemiology, entomology or and/or training in malaria control would be an asset.

Experience****:

Essential: Nine years of combined national and international experience working in public health and surveillance and control of vector borne diseases, including program management, monitoring and implementation of projects, supervision, training and/or research.

Desirable: Proven managerial experience in the operational aspects of prevention, control and elimination of malaria would be an asset.

Languages:

Very good knowledge of Spanish or English with a working knowledge of the other language. Knowledge of Portuguese or French would be an asset.

IT Skills:

Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook. Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project would be an asset.

REMUNERATION

US$3,931.30- This amount is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
