Job description

Following the Conference of the Parties to the UN Convention to Combat Desertification (UNCCD) decisions, the Group on Earth Observations (GEO) established the Land Degradation Neutrality (LDN) Initiative. Its goal is to improve access to geospatial data, targeted data products, enhanced analytical capacity, and practical tools to strengthen countries in monitoring and implementing LDN and to support policy, planning, and investment decisions. The main purpose of the global project is to support GEO-LDN Initiative in fulfilling its mission.

The global project supports the GEO-LDN Initiative through improved secretariat management (output 1) and offers to partner countries for geospatial data integration and analysis (output 2), capacity development (output 3), and knowledge exchange among stakeholders regarding the application of interoperable data, tools and algorithms for planning and decision-making processes (output 4). The main objective of output 2 is that UNCCD Parties have at their disposal a federated system for geospatial data integration and analysis for further development. More information on the concept of a federated system can be found here: https://earthobservations.org/documents/ldn/20200703_WG3_Technical_Note_FINAL.pdf

Your tasks

  • Coordinate output 2 of the project, and advice and strengthen the data quality standards and data analytics working groups of the GEO-LDN Initiative
  • Supporting the GEO-LDN working groups, and cooperate closely with partners, especially with the working group leads, the UNCCD Secretariat, the GEO Secretariat and its contractors, on measures to design and establish the federated system
  • Commissioning and supervising external service providers and funding recipients, handling contracts in terms of content, and ensuring the quality of technical contributions from short-term experts and work assignments from other technical cooperation projects
  • Providing advisory support for the set-up and implementation of a human-centered and gender-sensitive design process with stakeholders in selected countries
  • Providing process advice to the GEO-LDN Initiative on designing consultation processes for the definition and implementation of content-related and technical standards for new elements of the federated system (data, algorithms, software) and on setting up a quality review process for new elements of the federated system according to these standards
  • Providing expert advice to the GEO-LDN working groups on compiling reviews of existing data systems and tools for the federated system
  • Establishing, managing and making use of networks to fulfill the above tasks

Your profile

  • A university degree, preferably in geoinformatics, Earth observations, geography, environmental sciences, natural resources management, spatial planning or landscape planning
  • Several years of work experience (at least partly abroad or in a UN organisation) in the development context focusing on geospatial data management and designing geospatial applications and tools in the land sector; work experience with the GEO-LDN Initiative, the UNCCD geospatial reporting platform or trends.earth is an advantage
  • Demonstrated experience with tools for collaborative open-source software development (such as Github) and demonstrated experience with open-source geospatial tools and scripting languages (GDAL, Python, R). Familiarity with Google Earth Engine and/or Open Data Cube a plus.
  • In-depth understanding of open standards and interoperability in the geospatial domain with knowledge of the principles for digital development and practical experience with designing-with-the-user processes
  • Profound understanding of the policy landscape and concepts relevant to sustainable land management and proven knowledge of and ideally application experience with methods and approaches for LDN or related ecosystem-based approaches; work experience on land use planning in developing countries with government and civil society stakeholders from national and sub-national levels is an asset
  • Political sensitivity, conceptual and analytical skills, advisory skills, very good communication skills, awareness of and ability to implement gender approaches
  • Team spirit, ability to cooperate and network in the international arena, very good self-organisation and willingness to take on personal responsibility
  • Business fluent in English; fluent in German or another UN language, preferably French, is an advantage
