**OVERVIEW** ------------ Post Number : 5MACI0003RP Grade : P-4 Parent Sector : Communication and Information Sector (CI) Duty Station: Rabat Job Family: Communication and Information Type of contract : Fixed Term Duration of contract : 2 years Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 26-DEC-2020 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- The Advisor for Communication and Information, under the direct supervision of the Director of UNESCO Office in Rabat and the overall authority of the Assistant Director-General, Communication and Information (ADG/CI) as well as in close cooperation with staff of CI Sector at Headquarters (Directors, Chiefs of Section, Programme Specialists) and in Field Offices of the region, is responsible for developing, planning and managing a programme of work and as a team leader may manage, supervise and guide a team of staff to ensure the delivery of programme initiatives and project activities, from funding proposals to project design to evaluation and reporting. S/he manages, advises and reports on regular and extra-budgetary programme design and implementation, guidelines, resources and progress. S/he advocates organizational involvement and participation in mainstream communication and information activities and may lead colleagues on particular thematic areas, evaluating progress and performance. The incumbent works within the frameworks of UNESCO’s Medium Term Strategy (C/4s), the approved Programme and Budget (C/5) and global development plans such as the 2030 Agenda for Sustainable Development. In this context, the incumbent will be expected to perform the following tasks: Long Description ---------------- ***Programme design, management and assessment*** - Contribute to the conceptualization and design of the UNESCO Rabat Office's Communication and Information Strategy and plan, develop, implement and monitor its corresponding programmes, projects and activities. - Recommend programme and project approaches, plans, expansion and changes and develop, propose and advocate C/4 and C/5 thematic inclusions. - Identify focus areas within the Member State's national priorities, and when requested by national authorities, align these priorities with UN SDGs and development partners approaches and strategies, identifying inter-sectoral collaboration opportunities in close cooperation with other Field and Headquarters staff and stakeholders. - Develop projects, programme and funding proposals, oversee agreements and contracts as well as define UNESCO's involvement and mobilize relevant resources. - Advocate for and encourage inter-sectoral, other Field Office and Headquarters synergies, information sharing and collaboration. - Evaluate and report on projects and programmes funded within C/5 and extra budgetary funds and ensure corrective action is taken to resolve project and programme implementation issues to maintain and improve performance. - Prepare or coordinate the preparation of timely inputs for governing board reports including quantitative and qualitative information on programme implementation, results, performance indicators and bench marks described in C/5's and other reports for projects funded by voluntary contributions including for IPDC and IFAP and other briefings as may be required by HQ. - Promote inter-disciplinary work in the multi-sectoral team effort of the Field/Region, review the UNESCO National Support Strategy (UNESS) in coordination with other UNESCO offices in the region in the CI Sector, provide complex technical support and extensive professional expertise in view of policy reforms in communication and information to ensure the development and implementation of the strategies in the countries of the region, and formulate and implement cross-cutting projects. Long Description ---------------- ***Policy advice*** - Initiate policy development and advocate for and lead inter-sectoral collaboration as well as quality assurance exercise. ***Networking, Communication, Knowledge Management*** - Plan, develop and implement outreach strategies, aimed at expanding and communicating programmes and increase UNESCO’s visibility, resources and partnerships. ***Resources mobilization*** - Support UNESCO’s overall resource mobilization strategies, by preparing project proposals and cooperation framework with Member States and donor agencies, by strengthening partnerships with relevant public and private donors and by engaging in fundraising activities. ***Assessment and evaluation*** - Provide technical, financial and human resources management and backstopping for projects managed. Coordinate and supervise staff, identify human and technical resource needs, recruitment and performance management. - Develop monitoring mechanisms and ensure the application of assessment tools. - Assess programme implementation and linkages of programme work, evaluate the impact of activities, identify problems and deficiencies, and initiate or propose corrective or alternative action. - Study current best practices and professional developments and translate into relevant programmatic and project actions and reports. **COMPETENCIES (Core / Managerial)** ------------------------------------ Communication (C) Innovation (C) Planning and organizing (C) Results focus (C) Teamwork (C) Building partnerships (M) Making quality decisions (M) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- ***Education*** - Advanced university degree (Master's or equivalent) in mass communication, media studies, ICTs and/or knowledge society issues or other related fields such as international law, and/or social and political sciences. ***Work Experience*** - At least seven (7) years of progressively responsible and relevant professional experience in one or several subject areas of communication and information, including with issues related to promoting freedom of expression, media development and/or access to information and knowledge. - Relevant work experience acquired at the international level. - Experience in promoting issues related to free, pluralistic and independent media and building knowledge societies. - Experience in planning and managing projects/programmes in the area of communication and information. - Experience in fundraising and resource mobilization.
