Role Summary

The Advisor - Climate will be an embedded function in the office of Kenya’s Special Envoy on Climate Change and will play a pivotal role in facilitating the government's efforts to achieve the President's National Agenda on Climate, aligned with the bottom-up economic transformation strategy, driving tangible outcomes in alignment with national development objectives.

They will be an integral member of the TBI Kenya team, working closely with the Country Director and Deputy Country Director to support the execution of government climate priorities and collaborating with the Global Client Solutions Climate and Energy Team on wider strategy. They will actively engage the country's workstreams to ensure the smooth integration of our various projects, including tech offerings, and to explore opportunities for developing innovative digital climate solutions whenever possible.

Strategic Planning:

  • Contribute, facilitate, and take the lead in developing and coordinating the implementation of strategic plans to achieve national climate objectives in alignment with the government's priorities
  • Provide strategic thought leadership guidance on integrating climate goals into broader national and regional development agendas as envisioned by the HoS
  • Lead the development and evolution of TBI’s Climate Policy and Delivery offer in Kenya in line with best global practice
  • Develop internal frameworks, guides, tools, playbooks, and documents which effectively capture our offer and solutions
  • Engage with key stakeholders, including government officials, NGOs, private sector entities, and local communities, to build partnerships and support for climate initiatives
  • Cultivate strategic climate partnerships and serve as a liaison between the office of the Special Climate Envoy and TBI to external organisations working on climate issues

Government Collaboration:

  • Collaborate with the government to understand and align climate initiatives with the President's National Agenda on Climate and the bottom-up economic transformation agenda priorities
  • Facilitate communication and coordination between various government departments and agencies involved in climate-related activities, as guided by the Special Envoy on Climate Change
  • Work on capacity-building initiatives to enhance the skills and knowledge of government officials involved in climate-related activities
  • Working with the MoEnv and other technical government departments and actively contribute to climate action as envisioned by the President and Climate Envoy
  • Support the government's efforts on regional and global climate priorities by participating in international forums, conferences, and collaborations
  • Foster partnerships with other nations and organisations to address cross-border climate challenges

Integration of the Tony Blair Institute's Value Proposition:

  • Advance the Tony Blair Institute's value proposition by integrating innovative approaches and solutions into climate initiatives.
  • Collaborate closely with the Global Client Solutions Climate and Energy Team to ensure alignment with the institute's overall goals

Monitoring and reporting:

  • Working with GCS Climate and Energy and TomP Teams, design and implement a delivery dashboard that will be integrated into the overall government delivery dashboard for tracking Kenyan climate initiatives and projects
  • Establish a robust monitoring and evaluation framework to track the progress of climate initiatives
  • Prepare regular reports on the achievements, challenges, and recommendations for improvement to be shared with relevant stakeholders

Person Specification

As a senior advisor we are looking for an expert who can engage with and support governments at the highest level. We are looking for an experienced candidate:

  • Relevant degree or educational background in environmental science, climate, political science, policy, economics, business, or related fields
  • Extensive experience of climate change/sustainability at a service lead level
  • Ability to implement management consulting and delivery principles highly desirable
  • Have proven experience working with African governments, particularly in Kenya
  • Experience in managing complex programmes is highly desirable
  • Familiarity with Kenya and Africa's climate change priorities
  • Strong political acumen and judgement with the ability to rapidly develop relationships with technical leads and senior government officials
  • A proven record of successful delivery, whether policy, operational, or functional
  • Experience in developing strategic action plans and designing delivery mechanisms
  • Effective communication skills, both written and oral, include presenting information in a concise, insightful, and structured manner
  • Strong problem-solving and analytical skills
  • Ability to work independently, think strategically, and translate strategies into concrete and implementable plans with strong attention to detail
  • Ability to work under pressure and coordinate with multi-disciplinary stakeholders
  • Fluency in English is required; Swahili proficiency is an advantage
  • The right to live and work in Kenya is required
