You have:
- Significant experience in government, government advisory, management consulting or other organisational leadership
- Strong management skills, experience in implementing international development programmes
- Evidence of strong relationship management, business acumen, going the extra mile and collaboration and organisational development
- A strategic mindset and experience in adaptive management, PDIA, etc
- An ability to deliver results in complex and challenging environments
- An ability to operate and succeed in a highly political environment
- Excellent interpersonal, negotiation, networking and communication skills
- An ability to work independently, think strategically and translate strategies to concrete and implementable plans
- Relevant experience in public health is desirable
- Experience of living and working in Africa is desirable
- Excellent communication skills in English. Knowledge of one of the other African languages would be a benefit (Arabic, French or Portuguese)

Role Summary
Role Summary
TBI's Health Institutional Capacity Strengthening (HICS) programme is designed to improve the effectiveness of health institutions in addressing public health issues and pandemics. The programme's main objective is to enhance the capacity of these institutions and empower their staff to successfully deliver on their mandates and responsibilities.
The programme acknowledges the crucial role that health institutions play in advancing public health outcomes, especially in light of emerging health threats. Through the strengthening of institutional capacity, the programme seeks to enable health institutions to proficiently strategize, execute, and coordinate public health interventions. Additionally, it aims to enhance their ability to respond to emergencies, conduct research, and provide evidence-based guidance to policymakers.
The Delivery Advisor will provide technical and strategic advice to the senior leadership of HICS programme and will liaise with internal and external stakeholders including those at Head of State level across the region.
This is a one-year fixed term role which will be based in Addis Ababa but the postholder may be required to travel within or outside the country as necessary.
We will consider supporting relocation for the successful candidate.
Key Responsibilities
The key responsibilities of the role include:
Delivery and capacity building
- Provide high impact advisory support to the HICS leadership and key colleagues to ensure delivery of key initiatives, projects and strategies and ensure impact (e.g., scoping, strategy support, strategy review, technical advice, quality assurance, running workshops and sessions, short-term advisory, analysis, etc.)
- Support the development of assessment frameworks such as evaluation and results indicators and Key Performance Indicators/KPIs
- Provide institutional capacity building support including building strong trusted working relationships with counterparts, supporting them through coaching and on-the-job mentoring and in building agency; allowing for constructive challenge
- Support the HICS Senior Manager and the Leadership team of counterparts in developing and implementing a politically savvy strategy as well as its implementation to initiative and project level
- Work with the HICS Senior Manager and counterparts to ensure that the organisation has the systems for effective implementation and operational delivery of its mandate
- Support in developing a culture of delivery
Thought leadership
- Develop a robust and targeted thought leadership and policy influencing agenda
Contribution to TBI
- Contribute to wider TBI agenda and other activities as required by the HICS Senior Manager.
