MANDATE OF THE DEPARTMENT: The UNAIDS Regional Office for Asia and the Pacific provides leadership and coordinates support for an expanded UN system response to ending the AIDS epidemic at regional and country level. It steers, promotes, and supports regional and national partners and the UN system towards ending AIDS as a public health threat by 2030. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the UNAIDS Regional Office for Asia and the Pacific promotes effective use of strategic information of the epidemic trends and the status of its response and provides technical leadership on people-centered HIV prevention and response in the region focused on key populations and locations most at risk.

The Global Science, Systems and Services Practice has the goal of promoting, and accelerating sustainable, transformative actions and equitable, innovative solutions that maximize access to HIV services and sustain efficient HIV responses integrated into national systems for health, social protection, humanitarian settings and pandemic responses. It achieves these by: 1) using innovation for prevention, treatment and pediatrics, which covers the HIV treatment-prevention continuum and focuses on reaching the 95-95-95 target, 95% combination prevention targets and leaving no one behind; 2) forging productive partnerships with key global AIDS financing partners to ensure national leadership and ownership of AIDS response and maximization of investments, thus building the pathways for sustainability; and 3) integrating multisectoral approaches to HIV and health, and ensuring that community-led responses form part of national health systems and beyond.

Working together with the expertise from throughout the Global Practice, regional and country office practice members build on internal and external strategic partnerships to ensure UNAIDS Secretariat leadership on service delivery and system integration to take AIDS out of isolation. Team members work to provide partners and stakeholders with tailored policy guidance and strategic and technical assistance to overcome bottlenecks.

Main tasks and Responsibilities of the Position: Under the overall guidance of the Regional Director, and the direct supervision of the Regional Adviser, Science, Systems and Services, the Adviser, Prevention and Treatment focuses on a manageable set of deliverables that are aligned with the UNAIDS Global Strategy and the capacity and the needs in the region.

The Adviser, Prevention and Treatment is responsible for advisory services that relate to the overall practice area objectives in the office and with UNAIDS partners and counterparts, contributing specialist expertise and technical guidance in the UNAIDS response in the functional areas described below. The Adviser, Prevention and Treatment will contribute to the overall technical capacity of the practice with practical technical and innovative solutions, especially within the region.

Under the direct supervision of the Regional Adviser, Science, Systems and Services for All, the incumbent provides technical advisory and support to regional and country level staff in the following functional areas: Technical Guidance for Prevention, Treatment and Paediatrics 1-Prevention a. Provide technical guidance on policy, innovation and evidence-based programming for key populations and pre-exposure prophylaxis (PrEP). b. Keep effective focus of HIV programming on key populations and works with colleagues in the team on promoting approaches to scale up trusted service access platforms for key populations. c. Provide and support effective use of resources for combination HIV prevention for key populations , supporting development of quality documents such as concept notes, proposals, strategic initiatives and technical & implementation support in this area at regional and country levels. d. Provides support in organizing gathering and sharing of country experiences in the region on good practices and lessons learned on combination prevention and key population programming. e. Provide thematic and technical guidance on ARV-based prevention (U=U, PrEP), new prevention technologies as well as addressing persistent inequities in access to existing prevention interventions such as condoms & lubricants, and harm reduction services. f. Supports effective focus of HIV programming at country level for key populations and collaborate with the community advisor on promoting approaches to scale up trusted service access platforms for key populations g. Supports advocacy efforts for rapid introduction and scale up of effective innovations in prevention, testing and treatment and peadiatrics. h. Identify and facilitate strategic partnerships and alliances between UNAIDS and WHO (SEARO/EMRO/WPRO), and UNAIDS co-sponsors, national governments, key donors, implementers and members of civil society, to progress PrEP implementation at country-level. i. Support information sharing with key stakeholders in the Asia-Pacific region to support PrEP implementation in the region, including by: coordinating a plan for technical webinar series hosted by the Global PrEP Coalition focusing on providers, policy makers, and potential and active PrEP users in Asia-Pacific; providing country-level updates and on PrEP implementation and relevant WHO and UNAIDS activities for the Global PrEP Coalition and other audiences; and convening the Asia Pacific Regional PrEP Advisory Group.

2-Testing and Treatment a. Provide technical support on scaling up of innovative approaches for HIV testing and treatment, including people-centered and local context-specific differentiated service delivery approaches, models, and innovations with a focus on those most vulnerable and left behind, for achieving 95-95-95 targets. b. Support the development of guidance on innovative strategies to support national and regional prevention, testing and treatment responses focusing on locations and population groups with high risk of transmission to set and reach the targets of the 2021 political declaration. c. In close collaboration with other RPAs, support the collection, analysis, and dissemination of national and sub-national programmatic data to identify key programmatic gaps and inefficiencies in provision of prevention, testing, treatment and care methods and packages. d. Provide guidance and facilitate evidence-based programme decisions atregional, national and sub-national level for improving results. e. Provide technical support on developing guidance on policy, innovation, and evidence-based programming for increasing HIV treatment access, adherence support and differentiated service delivery. f. Involve directly in policy development, documentation, promotion and scaling up of best practices and innovations in HIV testing and treatment service delivery, including for key and priority populations and settings, policy making, viral load testing and other technologies. g. Contribute to development of innovative approaches, including use of virtual space for delivery of services to address HIV testing gaps among people all key and priority populations. h. Provide thematic and technical guidance in scaling up of vertical transmission and paediatric service delivery for women and children and innovative testing and optimized pediatric treatment. i. Support enhanced programme impact through developing technical guidance and tools for analysis and conversion of evidence and programme data into policy guidance for regional, country, and sub-national level prevention responses j. Supports UNAIDS country offices in their efforts in supporting countries for scaling up of and innovative approaches to HIV testing and treatment, including through people-centered and local context-specific differentiated service delivery (DSD) models and innovations (such as virtual interventions), with a focus on those most vulnerable and left behind, for achieving 95-95-95 targets.

REQUIRED QUALIFICATIONS Education: Essential: Advanced university degree in public health, international health, social or political science. A relevant first university degree and 9 years of relevant work experience will be considered as equivalent for internal candidates only. Languages: Essential: Proficiency in English.

Additional Information: Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The abovementioned position is a rotational position, and its standard duration of assignment is linked to the ICSC hardship classification of the duty station. Annual salary: (Net of tax) USD 77326 at single rate Post Adjustment: 40.30 % of the figure(s) on the left side.
