OBJECTIVES OF THE PROGRAMME

Primary healthcare is a whole-of-society approach for health rooted in social justice and solidarity, which makes it a unifying strategy and a cornerstone for achieving Universal Health Coverage. The GPW13 emphasizes strategic shifts by stepping up leadership role of WHO, focusing global public health goods on impact in countries, and working in an integrated way avoiding fragmentation and silos. Guided by the GPW13, the Special Programme on PHC (SP-PHC) was established as an agile and cross-cutting initiative that connects the triple billion priorities, enhancing technical coherence and synergies and thus presenting an opportunity for adapting a new-way-of working. The vision for the PHC-SP is to support Member States in their journey to achieve healthy lives and well-being for all by building PHC-based health systems that uphold the right to health, promote social justice, empower individuals and communities and address the determinants of health. For achieving this Vision, the immediate strategic objectives for the PHC-SP are 1) Renew PHC Political leadership and strategic partnership on PHC with governments, UN, international financing institutions and development partners at global, regional and country levels. 2) Demonstrate a new way of working. An agile integrated platform that connects three billion strategic priorities, making the whole work of corporate greater than the sum of each part. 3) Contextualize and Operationalize PHC. A “one-stop” mechanism to provide PHC implementation support to Member States and put into action the PHC Operational Framework. 4) Global Public Health Goods. Measuring impact and promoting research and innovation with a sharper focus on people left behind. 5) Building-back-better. Contribute in building back better PHC-based health systems as the world emerges from COVID-19.

DESCRIPTION OF DUTIES

1) Develops and monitors implementation of the SDG3 GAP PHC Accelerator (PHC-A) annual work-plan.

2) Leads the PHC-A with UNICEF liaising closely with all 13 agencies as well as focal points of other SDG GAP accelerators.

3) Establishes close collaboration with WCOs, ROs, SDG3 GAP partners, H6 and development partners, to integrate PHC implementation support in countries, leveraging investments of partners to strengthen PHC.

4) Works closely with DCO to provide technical input into communication and advocacy on PHC.

5) Leads the further development of the PHC Global Health Initiatives Toolbox, as an up-to-date repository of evidence-based materials for the engagement with and optimization of country support from GHIs (for example GAVI, Global Fund& GFF), development partners, collaborating centers and networks.

6) Tracks the development of the future of GHIs and provides technical input into GHI Board-level decision making.

7) Represents WHO at interagency, international, regional, and national meetings related to the PHC as assigned by the Unit Head or Director.

8) Supports the management of cross-functional engagement with WHO's different programme areas and establishes and maintains partnerships with other related initiatives and knowledge exchange platforms, in order to promote and create synergies on PHC.

9)Supports the development and strengthening of partnerships on PHC as part of the Living Partnerships for PHC, including linking with GAVI efforts on health systems strengthening.

10) Undertakes any other duties as requested by the Unit Head and Director.

REQUIRED QUALIFICATIONS

Education

Essential:

  • University degree in medicine, public health, political science or economics.
  • Advanced level/master's degree in public health, health economics, or a related area.

Desirable:

  • Doctorate level degree in public health, health economics or a closely related area highly desirable.

Experience

Essential:

  • A minimum of 10 years of professional experience in program management, primary health care, health system, and multi agency coordination and collaboration in the health field.
  • Demonstrated experience at the international level.

Desirable:

  • Relevant experience in WHO, UN or other international organizations.
  • Relevant experience with global health partnerships

Skills

  • Ability to provide methodological and technical advice and guidance to stakeholders and partners in countries, technical programmes and other organizations in primary health care.
  • Ability to innovate, integrate, synthesize and communicate complex concepts and ideas related to primary health care verbally and in writing.
  • Ability to plan and coordinate multidisciplinary and multiagency public health programmes and initiatives.
  • Ability to engage and communicate effectively and diplomatically with external partners including Ministries of Health, Donor institutions, Civil Society, and other stakeholders.
  • Capacity of program planning, resourcing and budgeting, coordination, reporting, and monitoring.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6553 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
