MANDATE OF THE DEPARTMENT: The Influence, Partnerships, and Communications Department is one of four units in the Policy, Advocacy, and Knowledge branch. It is home to UNAIDS’ communications, partnerships, and strategic political work—mobilizing a spectrum of tools and relationships to support building an environment enabling the ultimate goal of ending AIDS as a public health threat by 2030. It ensures effectiveness, impact and consistency in the organization-wide advocacy effort with a specific attention on addressing inequalities that drive pandemics and make some people, in some places, particularly susceptible to them. The department has two teams—the communications team, responsible for external-facing communicating across all of UNAIDS’s media platforms and networked to regional offices in all 6 UNAIDS regions; and the Influencing & Partnerships team, responsible for building organization-wide initiatives and platforms to advance the UNAIDS’ policy and political agenda. This position is situated in the Influencing and Partnerships Team. Main tasks and Responsibilities of the Position: Reporting to the Director of the Influence and Partnerships Team, the Adviser, Influencers & Advocates Programme is responsible for managing UNAIDS' relationships with key groups of influencers aligned with the goal of ending AIDS as a public health threat by 2030.

He/she has the following key responsibilities:

  1. Strategy, outreach and recruitment
  • Develops overarching strategies for engagement with key groups of influencers including parliamentarians, Good Will Ambassadors and champions, First Ladies, and others to advance UNAIDS' strategic priorities on resource mobilization and changing social norms and policies.
  • Where appropriate, build specific groups of influencers and advocates to allow for engagement with UNAIDS (e.g. parliamentarian supporters groups, etc.)
  • Identifies target participants in each programme and works with senior managers, partners, and consultants to cultivate participation and, at the end of their terms, to conclude participation positively.
  1. Management and oversight
  • Manages the day-to-day relationships with key influencers and groups of influencers, supporting regular personal contact at the appropriate level between UNAIDS' senior leaders and influencers as well as their staff.
  • Ensures influencers have adequate education on the issues and talking points and support for engaging with UNAIDS.
  • Develops a customized engagement strategy for each priority individual, engaging relevant internal teams for each (including at the regional and country levels).
  • Works to ensure that the UNAIDS narrative and the goals of the Global AIDS Strategy are embraced and used by these key influencers.
  • Coordinates the engagement across UNAIDS teams including with the EXO, Influence, Communications, External Relations (including Donor Relations), and regional teams.
  • Supports the involvement of influencers in key activities with UNAIDS (e.g. attending -virtually or in person -UNAIDS' events, joint media with UNAIDS, etc.)
  • Ensures results against the individual and group strategic plans for these key influencers. Develops and delivers a quarterly report on the impact of these three influencing groups.
  • Manages work plans, budgets, and contracts related to this work stream.
  • Proactively supports UNAIDS resource mobilization efforts.
  1. Communications
  • Works with UNAIDS Communications to announce the new participation of any member of the groups as well as the activities of individuals/groups in this arena.
  • Develops and maintains internal communications related to these individuals and groups including how UNAIDS staff may engage with them and developments related to their work.

Performs other related functions as assigned. REQUIRED QUALIFICATIONS Education: Essential: University degree at Masters' level in communications, international relations, management, political science, public policy, public health, or another area related to the duties and responsibilities. Proven track record in developing and leading successful global campaigns, influencing and public engagement with an external focus.

Desirable: Prior experience in HIV response, global health, international development or a related field. Prior experience in liaising with Heads of State, First Ladies, Parliamentarians and celebrities. Languages: Essential: Proficiency in English.

Desirable: Knowledge of additional UN official languages. Additional Information: Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
