Org. Setting and Reporting This position is located in the United Nations Office on Drugs and Crime (UNODC), Regional Office for Central Asia (ROCA), Division for Operations (DO), in Tashkent, Uzbekistan. The incumbent will report to the Regional Representative for Central Asia and to the Chief, Implementation Support Section (ISS), Corruption and Economic Crime Branch (CEB), Division for Treaty Affairs (DTA).

Responsibilities The Anti-Corruption Programme is a technical assistance programme being offered by UNODC to provide capacity building assistance to Member States to effectively implement the United Nations Convention against Corruption (UNCAC).

Within assigned authority and under substantive and policy guidance of ISS/CEB/DTA/UNODC headquarters Vienna, the Adviser (Anti-Corruption) is primarily responsible for the implementation of anti-corruption technical assistance activities, including policy advice, technical expertise and practical day-to-day support to anti-corruption bodies.

The incumbent will be responsible for the following specific duties:

  • Provide expert advice and input to the development and implementation of a technical assistance programme in anti-corruption at the regional and/or national levels in Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan), and in the Southern Caucasus (Azerbaijan, Armenia and Georgia) in accordance with the UNODC Strategy 2021-2025, the UNODC Programme for Central Asia and related regional-level cooperation frameworks.
  • Contribute to resource mobilization for anti-corruption assistance in Central Asia and South Caucasus by establishing and maintaining close liaison with donor countries and other partners in coordination with DTA/CEB, the Regional Office for Central Asia, and other relevant field offices.
  • Provide advice and assistance, where necessary and required, in enhancing and upgrading the relevant legislation and other legal instruments in conformity with UNCAC. Support the strengthening and capacity building of the national anti-corruption agencies including development of their mandate, structure and operational practices. Provide advisory services and technical expertise to specialized anti-corruption bodies and units on preventing, detecting, investigating and prosecuting cases of corruption and related offences.
  • Conduct and/or follow-up on anti-corruption technical assistance needs assessments. Provide technical guidance and expertise to national counterparts.
  • Foster contacts and, where appropriate, co-operation and partnerships with bodies and institutions at national, regional and international levels tasked with the prevention and control of corruption. Work with government counterparts to strengthen capacity to deal with proceeds of crime, mutual legal assistance and asset recovery, in particular with relevant government agencies, but also with the legislature and the private sector, as appropriate.
  • Assist in designing, implementing and evaluating national anti-corruption policies, as well as in organizing anti-corruption campaigns in collaboration with the media, business sector, non-governmental organizations (NGOs) and community-based organizations (CBOs). Develop targeted anti-corruption training courses based on needs analysis, especially for key personnel in the area of prevention, criminalization, enforcement and asset recovery.
  • Coordinate closely all UNODC anti-corruption activities carried out in the region with other regional UNODC anti-corruption advisers and the governance advisers of UNDP, and where opportune, implement such activities jointly. Liaise and share information regularly with other partners on programme activities. Prepare regular progress reports on the development of his/her work, as may be requested by the funding partner(s), national counterparts or UNODC.
  • Provide substantive guidance and leadership for a cluster of country reviews carried-out under the mechanism for reviewing the implementation of the United Nations Convention against Corruption (UNCAC) in the region. Provide specialized legal, substantive and technical expertise for individual country reviews, thematic implementation reports and regional supplementary addenda. Within the work of the review mechanism, identify technical assistance needs and priorities in support of the implementation of the United Nations Convention against Corruption.
  • Perform other work-related duties as required.

    Education Advanced university degree (Master’s degree or equivalent) in law, criminal justice, international relations, political and social sciences or a related discipline is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of professional experience working within or providing technical advisory services to a prosecution service or working as technical adviser on anti-corruption is required.

    Work experience within the United Nations system or similar international organizations is desirable.

    Experience with asset recovery and case management is desirable.

    Experience with mutual legal assistance, proceeds of crime and in designing national anti-corruption policies, strategies, and public campaigns, is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Russian is desirable. Knowledge of another official United Nations language is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

    Special Notice This temporary position is currently available for a period of 364 days. Actual filling of this position and actual duration of the assignment is subject to availability of funding. If the selected candidate is an internal staff member of the United Nations Secretariat, the selection may be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
