Org. Setting and Reporting This position is located at the Programme Office in Papua New Guinea (POPNG) with duty station Port Moresby, operating under the Regional Office for South East Asia and the Pacific (ROSEAP), based in Bangkok, Thailand, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision of the Programme Coordinator of ROSEAP based in Bangkok, Thailand and the overall supervision of the Regional Representative, also based in Bangkok. Additional substantive guidance will be provided from the UNODC Corruption and Economic Crime Branch (CEB) in Vienna.

Responsibilities Within assigned authority, the incumbent will perform the following specific duties:

•Implement the UN National Anti-Corruption Programme, a joint initiative of UNODC and UNDP in Papua New Guinea (PNG), in collaboration with the UNDP Technical Adviser based in Port Moresby; •Provide specialized advice in the establishment and operationalization of the Independent Commission Against Corruption (ICAC), in line with the United Nations Convention against Corruption (UNCAC), international standards and good practices; •Provide support and advice in the development of ICAC’s organizational structure, management and internal governance; strengthen the ICAC’s capacity to carry out its preventive role; and provide support to building ICAC’s operational, investigative and prosecutions capacities; •Provide technical assistance and capacity-building to key institutional anti-corruption partners to combat corruption, in particular the Royal Papua New Guinea Constabulary, the National Fraud and Anti-Corruption Directorate, the Provincial Fraud and Anti-Corruption Units, and the Office of the Public Prosecutor. In this regard, develop tailored anti-corruption training courses based on systematic capacity assessments and capacity-building plans in the area of corruption investigations; •Mentor key personnel, including co-locating within the ICAC and provide policy advice and technical expertise to the Commission, as well as to other anti-corruption actors in the country; •Assist, where necessary, in enhancing and upgrading the relevant legislation and other legal instruments in line with UNCAC; •Provide technical guidance and expertise to national counterparts and to ROSEAP on anti-corruption, in accordance with UNODC’s overall strategy and as a component of the UNODC Regional Programme for Southeast Asia and the Pacific; •Foster contacts and, where appropriate, cooperation and partnerships at the national, regional and international levels with bodies and institutions tasked with preventing and combatting corruption; •Work with government counterparts to strengthen capacity to recover proceeds of crime and engage in mutual legal assistance and asset recovery, in particular with relevant government agencies, but also, as appropriate, with legislatures, the private sector and the public at large; •Coordinate closely all activities carried out by UNODC and UNDP on anti-corruption at the regional and national levels, and where appropriate, implement such activities jointly in PNG; •Liaise and share information regularly with other partners of the UN National Anti-Corruption Programme in PNG; •Prepare regular progress reports, as may be requested by the host institutions, donors and UNODC, and ensure timely and efficient project management, including project and budget revisions, monitoring, and negotiations with external counterparts; •Contribute to or draft reports and position papers related to operational activities, as well as visibility/communication material, and as necessary, provide input to UNODC management for the analysis of related developments and policy issues in PNG; •Contribute to resource mobilization for anti-corruption and for other UNODC initiatives by establishing and maintaining close liaison with donor countries and other partners, in coordination with ROSEAP and the Corruption and Economic Crime Branch; •Perform other work-related duties as required.

Competencies •Professionalism: Has knowledge and understanding of theories, concepts and approaches relevant to the area of corruption and transnational organized crime. Has good knowledge of legislative aspects of preventing and combating corruption, including their international dimensions. Has ability to identify issues, analyze and contribute to the resolution of problems/issues. Has conceptual analytical and evaluative skills to conduct independent research and analysis. Has knowledge of the mandates of UNODC, as well as of the work of the United Nations in crime prevention and criminal justice, in particular substantive knowledge of the United Nations Convention against Corruption (UNCAC). Has ability to apply good judgment in the context of assignments given and ability to provide effective specialized advice. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education Advanced university degree (Master’s degree or equivalent) in law, criminal justice, international relations, political and social sciences or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible professional experience working within or providing advisory services to national anti-corruption bodies or investigating and prosecuting corruption cases in an anti-corruption agency, law enforcement, prosecution services or the judiciary is required. Previous experience in anti-corruption-related work in international organizations or non-governmental organizations is required. Experience with mutual legal assistance, proceeds of crime and/or asset recovery legislation and casework, and in designing national anti-corruption policies, strategies and public campaigns, are required. Experience in the Pacific region or in post-conflict/fragile jurisdictions is required. Work experience at the international level, including within the United Nations system or similar international organizations, is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English is required. Knowledge of another UN official language is an asset.

Assessment Evaluation of qualified candidates may include an assessment exercise and a competency based interview.

Special Notice This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
