ADVERT- Individual Consultancy (for Maldivian Nationals only) Layout and Graphic design support to develop Information and Communication Resources and Advocacy material for SBCC’s First 1000 days of life and early nutrition

Background and Rationale:

The first 1000 days of life provides a critical window of opportunity to develop a health and nutrition foundation to impact a child’s entire life, and this provides an opportunity to reduce the double burden of malnutrition in the Maldives. The First 1000 days Social and Behaviour Change Communication strategy document guides actions within the scope of nutrition, from conception until a child is aged up to 2-years, towards the attainment of a healthier Maldivian population throughout the life-cycle.

Communication plays a powerful role in addressing barriers and shaping demand for the adoption of health promotion and prevention practices. Social and Behaviour change framework uses the strategies of advocacy, Behaviour Change Communication (BCC) and community mobilization to influence both individual and societal change to increase knowledge and attitudes of individuals, families and communities. SBCC interventions are key for addressing social and cultural barriers to achieving nutrition goals, thereby reducing morbidity and mortality from nutrition-preventable health causes.

As part of the implementation of the First 1000 days SBCC strategy, and in support of relevant health programme areas, UNICEF is seeking a national consultant to work as a graphic designer to support Health Protection Agency to develop and design materials related to the relevant programme activities.

Purpose of the Assignment

The purpose of the assignment is to support the Health Protection Agency to design and develop communication materials and visuals to help raise awareness and engagement as part of the implementation of the Social and Behaviour Change Communication strategy for the first 1000 days of life, early nutrition, ECD and in related programme areas.

Duty station: The consultant will be working from home / remotely, and attending working meetings as and when required.

Supervision and Guidance: The consultant will be under the direct supervision of the Programme Specialist, Health, Nutrition & Child Development of UNICEF, with co-supervision and reporting lines to head of Population Health Division, Health Protection Agency.

Major tasks of the Assignment:

It is expected that the designer will be working 35-45 hours a week.

In line with the objectives identified above, consultant will work with the Ministry of Health, Health Protection Agency, and UNICEF to undertake the following specific deliverables and tasks.

1. Develop digital art works, illustrations, booklets, brochures, and other assets using a creative approach and engaging to the target demographics.

2. Graphic design, layout and format publications, IEC materials and other printed and digital communications materials, in line with UNICEF and partners branding guidelines.

3. Develop infographics using supplied content to present and organize information into visual representations and provide direction on the best design options for the content.

4. Design social media graphics, posts and digital content in the required formats for all platforms with other communication and promotional materials as needed.

5. Conceptualize and produce creative and engaging short videos and motion graphics for TV and other public screens and outlets.

6. Assist to adapt existing materials in the correct formats and resolutions for delivery in digital and print mediums.

7. Design posters, banners, backdrops and other design materials to support events, meetings and campaigns on need basis.

8. Facilitate discussions and consultations with UNICEF, HPA and partners to obtain input and feedback, until a final version is agreed upon

9. Support branding and public advocacy initiatives on the design front, including campaigns and launching events.

10. Support designing of other promotional and visibility items related to UNICEF Health and Nutrition portfolio

Please note the following:

There will be a process of commenting by HPA and UNICEF, and designer is expected to address feedback UNICEF will hold the copyright to all designed and developed products, including vector images. It is expected that the consultant will be creating work themselves, and not plagiarizing, or copying from other’s intellectual property

Estimated duration of contract: 6 months (September 2022 – March 2023)

Deliverables

Deliverable 1

Inception report (#1) with:

  • An approved workplan for the duration of the consultancy.

  • Inception report with timelines

The following Deliverables’ milestones will be benchmarked and progress updated / submitted along with a monthly progress report

Deliverable 2

2.11 Support designing of other promotional and visibility items related to UNICEF Health and Nutrition portfolio

  • Submission of around 5 IEC products*
  • Monthly Progress report with products developed

Deliverable 3

Final report which shall incorporate all deliverables as indicated in the ToR

Final report with all the products and tools developed (Soft and hard copy)

* IEC designing materials is a monthly estimate, it will be based on needs.

Please note the following:

UNICEF will hold the copyright to all designed and developed products, including vector images. It is expected that the consultant will be creating work themselves, and not plagiarizing, or copying from other’s intellectual property

UNICEF will only make milestone payments based on the achievement of specific deliverables as listed. All payments will be subjected to acceptance of deliverables by UNICEF.

Also note that UNICEF does not make advance payments and UNICEF is exempted from paying VAT and any other forms of taxes. Locals will be paid in local currency.

Qualifications and Experience required:

  • A university degree in one of the following fields is required: visual communication, graphic design and or another relevant field.
  • Advanced knowledge and experience in graphic design software, including but not limited to: Adobe Photoshop, Illustrator, InDesign and After effect
  • Experience of graphic production from start to printed product with support to the printing process (with at least one-year hands-on experience)

Competencies:

  • Ability to work independently and efficiently, with a track record to deliver on time. Ability to organize, plan and coordinate activities to meet deadlines within an agreed timeframe.
  • High level of flexibility, and able to receive feedback positively (especially related to design work), and bring the changes required
  • Proven ability to work in teams.
  • Demonstrated good communication skills in Dhivehi and English (written and verbal)
  • Creativity, originality, high level of organization and efficiency
  • Experience or exposure working with UN-related programmers is considered an asset

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
