The Danish Refugee Council, a leading humanitarian NGO, is seeking a highly motivated and experienced individual to become part of the Asia Regional Team and fill the position of Asia Displacement Solutions Platform (ADSP) Specialist (position based in Dhaka, Bangladesh).

What is the Asia Displacement Solutions Platform?

ADSP is a joint initiative of the Danish Refugee Council, International Rescue Committee, and Norwegian Refugee Council, which aims to contribute to the development of solutions for populations affected by displacement in the region.

Drawing upon its members’ operational presence throughout Asia and advocacy networks in Europe and North America, ADSP engages in research and evidence-based advocacy to support improved outcomes for displacement-affected communities in the region. As implementing agencies, ADSP members work closely with displaced populations and the communities that host them and contribute a distinctive, field-led perspective to policy and advocacy processes that are sometimes removed from on the ground realities. About the role

The ADSP Specialist will work closely with the ADSP Myanmar-Bangladesh Regional Specialist to implement the platform’s sub-regional activities. They will report to the ADSP Manager who is responsible for projects and staff relevant to ADSP.

The ADSP Specialist is expected to support the delivery of national and sub-regional projects and coordinate closely with partners and external agencies. Within the initiative’s framework, the Specialist is expected to support the development and coordination of research, policy and advocacy initiatives, and to apply that learning to practice.

Main duties and responsibilities will be:

Work of the Sub-Regional Platform

• Support the day-to-day functioning of the platform’s work in Bangladesh, Myanmar and the sub-region, including ensuring smooth communication and cooperation between all stakeholders.

• Ensure internal information-sharing at the country level as directed

• Monitor ADSP’s work plan and objectives, and ensure delivery of outputs in a timely manner

• Maintain ongoing communication with ADSP’s Bangladesh and Myanmar Country Working Groups to support information sharing and coordination.

Research and Knowledge Management

• Facilitate and support the organization of consultations/technical workshops and learning events/meetings on key issues of interest to promote change at policy and practice levels.

• Contribute to quality control of private advocacy products and publications.

• Support the development and expansion of ADSP’s communication products including social media presence, newsletters etc.

• Gather and disseminate relevant data, information etc. to key stakeholders of the initiative

• Support in the development of policy notes and other products as directed by the ADSP Myanmar-Bangladesh Regional Specialist.

• Identify country level research priorities and liaise with ADSP stakeholders on the same.

• Support ADSP in the monitoring and achievement of regional project deliverables.

Capacity Building

• Support and lead the development of ADSP regional capacity building initiatives in Malaysia, including support for logistics, administration, conceptualization, and coordination.

• Support development of and dissemination of learning tools as required.

• Organize learning events as directed.

Policy and Advocacy

• Conduct an in-depth mapping of relevant stakeholders and potential interlocutors within Bangladesh : any reason you have omitted Myanmar in the document?.

• Develop relationships with think-tanks, academia, local government bodies, policy institutes, and other relevant national actors.

• Ensure continued engagement with key players on displacement and solutions at the national level and in the region.

• Support the ADSP Myanmar-Bangladesh Regional Specialist with advocacy initiatives as requested.

About You

To be successful in this role you must have the following;

  • Bachelor’s and/or Master degree in political science, international development, economics or other relevant field.
  • Minimum 3-5 years of relevant experience with inter-agency coordination, advocacy, protection programming, civil society coordination, advocacy, or networking with national platforms on refugee / displacement issues.
  • Minimum 3-5 years of relevant work experience in analysis and reporting
  • Excellent interpersonal, diplomatic, and negotiation skills with high level of flexibility in a challenging and fast-moving multicultural environment.
  • Excellent oral and written English and Bangla.
  • Excellent organizational skills and ability to determine priorities and respect deadlines.
  • Proven experience in report writing.
  • Expertise in coordination.
  • Experience working in complex contexts.
  • Ability to build and maintain effective relationships with senior representatives of INGOs, IOs and government structures.
  • Thorough understanding of protection issues.
  • Knowledge of key tools used by donor agencies, such as logical frameworks, results frameworks, results-based management and financial administration systems.
  • Ability to work and travel within the project locations.

We offer

Position value is first step in employment band G2, non-Management (National Contract), with person value denoting additional steps as per policy to define the final grade.
