UNFPA Senegal CO supports national efforts to address priorities in sexual and reproductive health, population and development, and gender equality, at strategic and operational levels through the various cooperation program cycles. The ongoing 2024-2028 ninth program will contribute to universal access to reproductive health, including accelerating the achievement of 3 UNFPA transformative results (zero preventable maternal deaths, zero unmet need for FP and zero gender-based violence, including female genital mutilation, early marriage and harmful practices), particularly for women, youth and adolescents, and in harnessing the demographic dividend to meet the country's targeted emergence in 2035.

The 9th program will contribute to strengthen national capacities to provide and create demand for integrated, quality maternal health, family planning, nutrition and sexual health services for women, young people and adolescents. The 9th country program focuses its 1st output on reproductive health/family planning. This output aims at strengthening the capacity of the health system and communities to increase the demand for and the continued provision of respectful care and quality, integrated reproduc-tive health/family planning/AIDS services that are accessible to women, adolescents, youth, and people with disabilities, especially the most vulnerable, including in humanitarian emer-gencies. Adolescents and Youth are at the core of UNFPA’s Vision for a Transformative Agen-da. The Reproductive Health strategies adopted for this output include: - expanding equitable access to high quality family planning products and services including the promotion of new modern FP methods and self-administration of contraceptives. - strengthening the national networks of emergency obstetric and neonatal care including the prevention of child marriage, teenage pregnancies, obstetric fistula prevention and treatment and maternal death surveillance - supporting the preparedness for humanitarian response, - accelerating accessibility to high quality and friendly AYRH services for adolescents and youth through adequate Service delivery points (SDP), mobile clinic and community work-ers - increasing the leadership of girls in and out of school settings by expanding zero child mar-riage and zero early pregnancy - involvement of youth, men, and religious leaders to promote family planning and adoles-cents and youth sexual reproductive health. - scaling up digitalization of reproductive health information’s in local languages by adoles-cents and young girls and boys of urban areas.

One of the major challenges in the field of Adolescents &Youth reproductive health remains the need for routine data, the low use of AYRH services due to the persistence of heavy social norms.

To facilitate the implementation of these strategies, and manage the challenges, the country office plans to recruit a National Expert UNV in charge of AYSRH who will currently be assisting the NOC NPO RH/FP, and later supporting the NOC NPO ARSRHR Specialist once he/she is recruited.

The Adolescent & Youth National UN Expert degree Volunteers works closely with the Youth Networks across the country and beyond. In assisting the NOC NPO RH/FP Specialist, S/he is co-responsible for overall management and coordination of the UNFPA programme on Adolescents and Youth. The Adolescents and Youth programme cuts across UNFPA other programme components of Gender, and Population and Development (P&D). The incumbent is expected to assist in coordinating closely with these units in the Country Office. Under the direct supervision of the NPO of Reproductive Health & Family Planning Specialist (and later of NOC NPO AYSRHR Specialist ), the National Expert UNV in charge of AYSRH will contribute to undertake the following tasks:

I. Assistance in programme Management and Coordination:

  1. Assist in managing the Adolescent and Youth development programme, in-cluding comprehensive sexuality education and overall life-skills.
  2. In line with UNFPA global and internationally research and agreed norms, propose standards and innovations in advancing adolescents and youth de-velopment, especially in the field of sexual and reproductive health and rights.
  3. Participate in scanning the fast-changing environment to guide UNFPA posi-tioning in new thematic areas in youth in accordance with UNFPA Youth Poli-cy
  4. Actively participate in technical discussions from national and international communities of practice.
  5. Participate in advocating for the UNFPA youth development strategies to be mainstreamed in national development documents so that domestic youth re-lated resources contribute to the UNFPA global results.
  6. Participate in establishing and maintaining good working relationships with partner agencies and civil society organizations involved in and supporting the adolescent and youth programme;
  7. Contribute to mapping and smoothly engaging with stakeholders and potential donors in the field of youth and demographic dividend.
  8. Collaborate with other UNFPA Programme units ensuring the required syner-gy and linkage of the different project components to achieve UNFPA Country Programme Results;
  9. Contribute to the timely development and implementation of evidence and re-sults-based annual work plans (AWPs) with Implementing Partners of UN-FPA;
  10. Assist in supervising financial resources allocated to the Adolescents and Youth Programme; in carrying out budget projections, in closely monitoring expenditures, in conducting regular budget reviews and in analyzing related financial reports; in ensuring proper compliance with UNFPA norms and pro-cedures for the utilization of funds;
  11. Propose procurement plans where required, with distribution lists of equip-ment and supplies and make necessary follow-up to facilitate timely and effi-cient delivery.

II. Assistance in Technical Support (TS) coordination and technical backstop-ping:

  1. Collaborate with relevant Government institutions and Implementing Partners and help in assessing, identifying technical assistance (TA) needs and facilitating capacity building in close collaboration with UNFPA SRHR / Gender teams as pertinent.
  2. Contribute to identifying, documenting, and disseminating lessons learned and best practices related to UNFPA Senegal’s programming in adolescents and youth.

III. Assistance in Monitoring, Evaluation, Model building, Scale-up, and Report-ing

  1. Participate in monitoring and supervision of the programme planned activities in order to identify best practices as well as constraints / implementation bot-tlenecks to inform follow-up actions.
  2. Propose and participate in regular field visits to monitor the quality and timely implementation of program activities, as well as arranges periodic program re-view with counterparts and other partners.
  3. Propose/perform/supervise some data collection and analysis with engage-ment of adolescents and young people;
  4. Contribute to timely and quality reporting requirements both financial and pro-grammatic among implementing partners of AYSRHR activities .

IV. Supervision and performance management

  1. Co-Lead the UNFPA Adolescent and Youth Programme and use high stand-ards to meets high performance;
  2. Participate in all standard CO meetings as needed (General staff, Prog-Op, RH Unit etc.)
  3. Contribute to Supervising, mentoring and coaching AYSRHR implementing partners (IPs) to strengthen or further develop their capacity.
  4. Ensure that regular team meetings with IPs take place and are recorded.

V. OTHERS:

  1. Fully lead and coordinate the AYSRHR program by power delegation when the NPO RH/FP (later the NPO AYSRHR) is absent.

2.Carrying out any other relevant activities/responsibilities as assigned by the Super-visor or the Management

But minimum 3 years of experience in ; • Reproductive Heath programme/project management, • Adolescents & youth health programme/project management, • Digitalization, Innovation • Result based-management • Advocacy and resource mobilization • Prior work with a national or an international NGO , and more importantly with one UN Agency, and desirably with UNFPA

The National Expert UNV in charge of AYSRH will be based at UNFPA Senegal with field assignments.

The assignment will take place in the nation’s capital, Dakar, a family duty station (Hardship classification A) with missions to the region. Dakar is a liveable city. The spontaneous reception and hospitality of the Senegalese are among the characteristic features of this West African country. The living conditions in Dakar are good, as well as the access to health services. The yellow fever vaccine is compulsory; vaccination cards should be presented at the entrance. Vaccinations against Meningococcal Meningitis and Hepatitis A and B are also recommended. The basic drugs are available in pharmacies, but it is recommended to bring specific prescription drugs. According to official estimates from ANSD/RGPHAE 2023, the Dakar metropolitan area population reaches over 3,9 million. The total population of Senegal is 18,032,473 inhabitants (ANSD 2023). Senegal is located on UTC/ GMT. Senegal has a warm climate and sunny days throughout the year that make it a comfortable duty station. Daytime temperatures are, on average, around 30°C. The rainy season is in the northern hemisphere’s summer/fall. The currency used in Senegal is called Franc CFA (XOF). On 1st January 2024, the average exchange rate is 1 USD = 602,577 XOF. Many hotels, restaurants and businesses in Senegal accept the leading international credit cards (Visa, MasterCard, American Express, etc.). It is also possible to withdraw cash from automatic telling machines found in all the major cities. The accommodation facilities are in general good, and the choice is vast. Renting unfurnished and furnished accommodations from 450 to 2000 USD is possible. UN Volunteers can also co-rent and share private concessions, which must comply with Minimum Operating Residential Security Standards (MORSS). Local taxis can easily arrange Transportation in town. A valid passport is required to enter Senegal. ECOWAS (Economic Community of West African States) nationals are not required to have an entry visa. Citizens of other countries may be required for an entry or long-stay visa. They should contact the closest Senegalese representation.
