Background:

In line with the Convention of the Rights of the Child (Art. 12, 15, 31) focusing on Children’s participation, UNICEF Ukraine is engaged to increase and highlight these opportunities of engagement as a key strategy and improve programmatic relevant.

Young people (10-24) will be encouraged to partake in active citizenship through an internal Young People Advisory Board, participation in U-Report, UPSHIFT, Volunteering initiatives and the provision of learning opportunities.

Comms plays a role in the promotion, participation, and recruitment of young people for these programmatic cross-cutting activities and highly contributes to the results achievement in both the humanitarian context and through early recovery.

Purpose of assignment:

The objective of the assignment is to support UNICEF Ukraine CO in communicating the impact of the UNICEF adolescents and youth programs in line with the AWP for 2023. In particular, the consultant will focus on the communication component linking to u-report, UPSHIFT, external partnerships, events and the Young People Advisory Board.

The consultant will be responsible for development of high-quality communication assets showcasing the results of the project, including portfolio of youth activists and youth-led initiatives supported by the UNICEF programs. In close cooperation with Communication and Education Section, the Consultant will help to strengthen communication narrative of the office on young people in Ukraine being the agents of changes and their efforts in changing their local communities.

Deliverables:

  1. Communication support to UPSHIFT innovation program rollout. Preparing materials to launch of 100 UPSHIFT waves in close partnership with Implementing partners and comms section (30 working days).
  2. Capacity building and coordination of UPSHIFT and U-Report communication teams and UNICEF implementing partners for these projects (15 working days).
  3. Update and coordinate the production of visibility and other guidelines in collaboration with ADAP and comms for UPSHIFT, U-report, Volunteering, the Advisory Board, etc. (20 working days).
  4. Overseeing communication activities in relations to UPSHIFT, U-Report, Volunteering, YPAB, including clearance of visibility materials in collaboration with comms (15 working days).
  5. Driving digital youth and volunteer engagement at the UNICEF Ukraine platforms. Coordinate with the relevant Comms team colleagues on the UNICEF Telegram channel regular update of Telegram channels, communication of online and offline events, social media activations, other projects linked to gamification of u-report (15 working days).
  6. Supervising and promotion of 24 HIS on volunteers, youth engagement and participation in close cooperation with Implementing Partner with the technical support of comms (20 working days).
  7. Supervising development of online course for NGOs and young people on the basics of volunteering and promotion of this course in collaboration with comms (16 working days).
  8. Communication support to the U-Report roll-out. Support the development of materials to launch U-points in close partnership with ADAP team and U-report partners in collaboration with comms colleagues with the technical support from ADAP and comms (30 working days).
  9. Communication support to the Young People Advisory Board (YPAB) in launch, selection of candidate and other events coordination with oversight from comms (25 working days).
  10. Multimedia content on UNICEF Ukraine young people projects produced and placed on national, regional and global media. Curating 10 blogs on global webpages (Voices of Youth, Our Voices, etc.) - in collaboration with comms and ADAP (15 working days).
  11. Developing at least 8 videos about beneficiaries of the UNICEF youth programmes in collaboration with comms team (21 working days).
  12. Preparing visibility reports for donors with ADAP and comms (8 working days).

Total number: 230 working days.

Travels are required according to travel plan.

To qualify as an advocate for every child you will have…

Education: University degree (Bachelor’s or higher) in Journalism, Communication, Social Sciences, International Studies, Communications.

Professional experience:

  • Minimum four years’ work experience in communication design, planning and implementation.
  • Experience in youth communication, strategic communication on humanitarian issues, conflict resilience, and youth initiatives will be an asset.
  • Excellent writing and communication skills in Ukrainian, English.
  • Proven ability to work independently, tackle demanding goals and produce timely results and good quality of work.
  • Knowledge of the social, political and economic environment.
  • A good base and network of contractor and marketing services providers.
  • Portfolio of cases, when marketing ensured achieving of the program objectives.
  • Experience of working with UNICEF or with UN agencies will be an added advantage.

Languages:

  • Ukrainian: Proficient/Native [C2].
  • English: Advanced [C2] .

Skills and competencies:

  • Excellent writing and communication skills in Ukrainian, English.
  • Proven ability to work independently, tackle demanding goals and produce timely results and good quality of work.
  • Knowledge of the social, political, humanitarian and media landscape in Ukraine.

Please provide an all-inclusive financial proposal including travels to carry out the deliverables listed above.

i Costs indicated are estimated. Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
