U-Report is UNICEF's flagship digital platform started in 2011, to engage young people in programme priorities, emergency response and advocacy actions. It supports adolescent, youth, and community participation; and works as a tool to share information, raise awareness, and collect quantifiable data on specific areas that impact children, including the most vulnerable. The received responses are analyzed in real-time, mapped, and displayed on a public dashboard, ensuring the young people's feedback can be actioned by local and national decision-makers. At global level, there are more than 25 million users registered across the 95 different countries implementing this platform UNICEF Romania has launched its own U-Report, to support its programmes and more specifically to provide a space for participation to children and young people to advocate for their rights. Following the onset of the refugee crisis, UNICEF Romania is now looking forward to expanding its outreach to Ukrainians as part of the emergency response. The selected UNV will contribute to this effort and ensure its success.

Under the direct supervision of the Child Participation Officer, the National UN Youth Volunteer will: • Work together with the team to ensure U-Report is fully operational and functional; management of U-Report Romania accounts, Rapid Pro, and website. • Develop and monitor U-Report content, polling, and chat bot on the different channels (e.g., Facebook and WhatsApp) on a daily basis and evaluate the data and outcomes. • Ensure children and young people’s engagement under U-Report - Coordination of participation from adolescents and children, gathering inputs, ideas, suggestions for the use of U-Report as well as inputs to other relevant programmatic areas (as peers). • Stay connected to the global/regional community and attend webinars to keep abreast of latest organizational and partners policy change. • Produce reports, data analytics, and other relevant documents instrumental in making U-Report a relevant and systematic tool for participation and engagement. • Liaise with the Adolescent and Youth Engagement Officer to ensure both Romanian and Ukrainian versions are in line with the programmatic needs and are complementary. • Provide technical and operational support to the continuity and scale-up of the U-Report platform for children and young people in Romania; this includes integration with the national refugee response interventions. • Contribute to the overall quality and relevance of materials by providing translation and proof-reading support but also suggesting a language tailored for the target audiences - children, adolescents, and young people; support for translation (English-Romanian) will be required when necessary. • Help in disseminating and promoting the platform, including support to produce communication products, materials, and designs; ensure coordination with programmatic areas specialists (Protection, Education, Health, SBC, etc.) for technical support and guidance on content and approaches. • Support community management in Romanian language for the online platforms used under the U-Report tool. • Any other related tasks as may be required or assigned by the supervisor.

Results/Expected Outputs: • As an active UNICEF team member, efficient, timely, responsive, beneficiary-friendly, and high-quality support provided to our interventions in the accomplishment of her/his function. • U-Report Romania platform is technically supported and functional. • U-Report Romania in Romanian language is operational and provides the support needed to the targeted community of beneficiaries, including key messages and two-way communication. • Support provided to Ukrainian refugee children and young people in Romania for their consultation and active participation in UNICEF’s work and interventions. • Timely documents are being drafted and leveraged to influence policy and decision-making. • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

This global mandate applies to all UNICEF staff members and complementary personnel i.e. *consultants, *interns, *secondees, *UNVs, and *others who are employed by other organizations but currently work for UNICEF (through loans, standby partnerships, and other individual contracts).

Security situation Summary: Overall security situation in Romania is calm and, in general, the threat against the international community and the UN is considered as very low. Although the country is safe there is general advice for UN staff, especially internationals, to pay extra attention to occasional petty street and residential crime, including pick pocketing, theft/burglary, vehicle break-ins, house break-ins. Primary responsibility for the security and protection of UN staff and property rests with the Host Government. The following UN Agencies, Funds and Programmes (AFPs) operate in Romania: UNHCR, UNICEF, WHO, WFP, WB, IMF and IOM. Affiliated organizations/agencies include EBRD.

UN Volunteer entitlements and allowances: The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs.
