Egypt’s young population is rapidly growing. The adolescents (aged 10-19) are around 17 mil-lion, representing approximately 19 percent of the total population. Together with youth in the age group 20-24 years, an additional 9 million, adolescents and youth represent almost one third of the Egyptian population.

Even though the needs and aspirations of adolescents and youth have been highlighted by stakeholders and despite the Government of Egypt’s efforts, they are not yet being met. Young Egyptians face huge challenges particularly in the transition into adulthood; the labour market being one of the most critical. Around 50 percent of all the unemployed in Egypt are aged 15-24, with an additional 16.5 percent in the age group 25-29 years.

A multi-sectoral approach, strongly rooted in helping adolescents and youth to develop the knowledge and skills they need to transition between learning to earning is needed. Evidence from promising policies and programmes is needed to increase investments by government, donors and private sector partners in innovative solution for skilling youth. This requires development of robust M&E frameworks that accompany innovations for youth, effective to demonstrate important outcomes such as empowerment, agency, and development of skills aligned with the 4th industrial revolution.

Under the direct supervision of the Chief of Education, the UN Volunteer will undertake the following tasks:

  1. Contribute to continuous improvement of UNICEF’s Egypt programmes focused on adolescent education and youth development through focus on monitoring and evaluation • Participating in the design and implementation of data collection tools that support data gathering and evidence identification from programmes already in implementation • Participation in drafting results reports for internal and external consumption • Contribute to quality assure programmes in the field through continuous monitoring using validated tools

  2. Contribute to the implementation of Innovation Labs for marginalized youth in Egypt, Secondary Education reform, and Civic Engagement and participation programmes; • Support the development, implementation and monitoring of programme activities. • Support in enhancement of adolescents and youth (A&Y) engagement, dialogue and map out priority activity areas for innovation labs, secondary education and adolescent and youth participation and engagement interventions.

  3. Support the production of communicational assets to enhance UNICEF’s advocacy for adolescents’ education and youth development • Provide inputs for the development of relevant programme documents and visibility products including reports, fund raising proposals, human interest stories, photo and video documentation, etc.

  4. Networking and partnership building • Develop and maintain contacts and sustained networking with key actors in the civic engagement, participation and students’ unions sectors.

and/or demonstrated interest (up to 2 years) in adolescents’ education, adolescents/youth development and participation • Familiarity of monitoring and evaluation for programmes where innovation and adolescent outcomes are main components, is an asset • Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded. • Background knowledge or interest in statistics applied to youth development is an as-set

The duty station will be Cairo, which is a family duty station with a wide range of services (health, education and leisure) and good living conditions. Cairo (and Egypt) has long been a center of the region’s political and cultural life, with high levels of tourism. Like other similar cities, Cairo offers good quality of life in terms of access to shopping centres, banks, medical services, educational facilities, cultural events, etc. The Arab Republic of Egypt has a unique geographical position in Northeast Africa, at the crossroads of Europe and Asia, on the Mediterranean and Red Sea, and its connection to Sub Saharan Africa through the Nile Valley. The country is defined by desert and the Nile, the longest river on Earth. Egypt is bordered by the Gaza Strip and Israel to the northeast, the Gulf of Aqaba to the east, the Red Sea to the east and south, Sudan to the south and Libya to the west. With over 90 million inhabitants, two-thirds of which are below 30 years, Egypt is Africa's third most populous country after Nigeria and Ethiopia and has the highest population in the Arab world's most densely populated areas, especially in greater Cairo, Alexandria and other major cities in the Nile Delta. The country has witnessed significant political and economic changes since 2011. Through this transition, which includes periods of political unrest, the main income sources of the economy have been negatively impacted, particularly in the tourism sector, as well as revenues from the Suez Canal, oil and remittances from Egyptians working abroad, affected by the global economy. However, with the current political stability, tourism is getting improved, and touristic activities are going back to normal. UN staffs are not directly targeted in Egypt and for the most are vulnerable to being in the wrong place at the wrong time. It is recommended to keep dwell time in the immediate vicinity of military, police and other promi-nent official installations to the minimum.
