In East Asia and the Pacific, a ‘partnership approach’ with adolescents and youth is often missing, with limited opportunities for adolescent and youth involvement in decision-making processes such as policy design, programme development and feedback and monitoring. The 2017 Global Millennial Viewpoints Survey produced by the International Youth Foundation showed that two out of three young people (aged 15–24) believe that their government does not care about their needs. However, increasingly young people’s aspirations are expressed through volunteerism, community-led initiatives, social enterprises, start-ups, the use of social media and networking tools, art and activism. While technology has led to increased connectivity, better communications, and opportunities for jobs in non-traditional sectors, it has not been equally available for many adolescents in the region. In some cases, technological advancement has benefitted the more educated and experienced, and those with transferable skills and access to social networks and resources.

For UNICEF East Asia and Pacific Regional Office (EAPRO), as the organization globally rolls out Generation Unlimited, together with other lead UN organizations, there is joint recognition that critical aspects of the GenU portfolio can be strengthened through close collaboration between UN agencies, such as UNDP who is a key partner of UNICEF on Generation Unlimited, to drive evidence generation, advocacy, multi-sector collaboration and innovations.

UNICEF EAPRO has embarked on an ambitious regional strategy and partnership on adolescent empowerment with UNDP, in collaboration with the UNICEF Regional Office for South Asia and selected country offices, with the Asia Pacific Youth Empowerment initiative. This initiative requires dedicated efforts towards leveraging opportunities at regional level to influence the development of frameworks for adolescents and implementation of initiatives, generation of high-quality evidence, and support to country offices to roll out scalable models supporting education, entrepreneurship and engagement of young people.

UNICEF EAPRO is therefore seeking to hire a TA (for 7 months with possibility of extension) who will provide technical support to the regional office and country offices for the operationalization of the UNICEF/UNDP regional partnership on young people’s empowerment, support the core UNDP-UNICEF team on efforts to promote advocacy, leverage financial resources, lead the outreach and partnerships with regional and national level organizations/entities, and ensure knowledge management and reporting of results.

Under the direct supervision of the Regional Advisor, Adolescent Development and Participation (ADAP), jointly coordinated with the Youth Specialist at UNDP Bangkok Regional Hub, the candidate will work with both UNICEF and UNDP country office teams (including Deputy Representatives, Chief of Education, Chief of ADAP, and others), serving as a technical specialist and knowledge and partnerships convener in support of the regional partnership on young people’s empowerment.

The incumbent will also provide technical and programmatic assistance to the core team at RO level to support the regional contribution to the UNDP-UNICEF Initiative through partnerships with external organizations and regional bodies on initiatives around adolescent and youth engagement.

How can you make a difference?

  • Lead coordination and partnership oversight of the UNDP-UNICEF Youth Empowerment initiative, specifically leading the country office engagement for EAP countries
  • Serve as focal point from UNICEF EAP to liaise with UNICEF ROSA
  • Provide technical guidance to CO and RO core teams working on the initiative with ideas and solutions for implementation of programmes
  • Lead the technical work related to evidence generation on key themes of the 3 pillars of the joint initiative
  • Support UNDP-UNICEF team on advocacy with UN agencies, regional bodies, private sector organizations, and youth networks
  • Support the technical team on new innovations and knowledge management
  • Support the RO PSFR team on fundraising proposals and private sector engagement
  • Foster South-South collaboration and cross-country learning

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in social sciences, business, journalism, education, media, communication, or other relevant disciplines
  • A minimum of 8 years of professional work experience in working with adolescents, cross-sectoral programme design, monitoring and evaluation and/or knowledge management, and documentation, with recognized technical expertise in the areas of adolescent programming, youth participation, 21st century skills, social innovations.
  • Experience in project management and coordination of cross-sectoral portfolio
  • Work experience and/or proven familiarity with countries in the East Asia and Pacific region
  • Prior experience in working with UN agencies. Work experience with UNICEF and/or UNDP is an asset
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
