According to information from the Slovak authorities, as a result of the ongoing war in Ukraine between 24 February and 7 September 2022, a total of over 736,387 persons entered the Slovak Republic from Ukraine through various border crossings, including humanitarian trains.

From 1 March until 7 September 2022, 90,416 people applied for temporary protection in the Slovak Republic.

Based on the feedback from authorities and partners, adolescents and youth from Ukraine who have fled to Slovakia are an underserved population and need particularsupport. There are large numbers of adolescents who remain out of school and informal learning and have not had any opportunities to interact with their peers. Adolescents and youth, therefore, need to be integrated into formal and informal learning but also require mental health and psycho-social support and opportunities for sports and leisure activities and peer interaction. Initial meetings with partners (including government and civil society) have taken place, and key opportunities for intervention have been identified.

A holistic approach is crucial to mitigate the current and long-term impact of the crisis, and UNICEF aims to support national and local partners to deliver coordinated interventions for adolescents across education, health, child and social protection sectors, including non-formal education and skills building, protection and social inclusion activities etc.

In order to support development of additional partnerships across the country to support learning, skills building and adolescent empowerment and participation in a systematic way in the Slovak Republic, UNICEF Slovakia is searching for Adolescent and Youth Development & Participation (ADAP) Individual Contractor with experience in Youth programming, monitoring and implementation.

How can you make a difference?

The candidate will be based in Bratislava Slovakia and will report to the ADAP Specialist and Education Manager, working in close coordination with ADAP colleagues in teams across countries, as well in coordination with other colleagues in child protection, health, education and social policy, develop and implement a comprehensive approach to youth development as well as develop medium to longer term plan for supporting adolescents through partnership with national and local/municipal authorities, UNHCR and other UN entities, academia, NGOs and other stakeholders.

The candidate contributes to achievement of concrete and sustainable results on adolescent development related programmes/projects according to plans, allocation, results based-management approaches and methodology (RBM) and UNICEF’s Strategic Plans, standards of performance and accountability framework.

Scope of work

The work will be delivered in accordance with the yearly and subsequent more detailed monthly work plans agreed between Individual Contractor and Supervisor at the beginning of every month. Monthly Reports will be submitted at the end of each Month. Each monthly report will include:

  • Overview of activities realized / progress, and
  • Outputs/draft documents as per the more detailed timeline agreed and as included under ‘deliverables’ for each specific task described below.

    Work assignment Overview:

Duration: 11.5 months

Task 1: Support to programme development and planning

Activities:

  • Technical assistance for the development of costed, integrated multi-tiered ADAP plan ensuring alignment with UNICEF’s response plan for Slovakia and regional ADAP priorities
  • Support to Slovak team and supervisor to formulate, design and prepare programme/project proposals for the intersectoral adolescent programme/projects (skills/non-formal education, menthal health, employability, social inclusion etc)
  • Development and support to implementation of the grant scheme for municipalities and NGO for adolescent development activities
  • Support development of ToRs and public calls for further programme implementation
  • Support integration efforts reducing potential friction between host communities and refugee populations, ensuring equity of access to services and support.
  • Support contextualisation of selected key UNICEF ADAP global initiatives, such us, U-Report, UPSHIFT etc.
  • Support the engagement with adolescents and young people on innovation and skill development.
  • Work closely with colleagues responsible for health, education, child protection to ensure coordination and effective intersectoral programming.

Deliverables:

  • Costed, integrated, multi-tiered ADAP plan
  • Grant scheme for municipalities and NGOs for ADAP related activities
  • At least 2 ToRs and one public call developed

Timeframe: December 2022 - November 2023

Task 2. Monitoring and reporting of adolescent development interventions under Slovakia response programme

Activities:

  • Carry out project monitoring and quality assurance.
  • Work closely with partners to support implementation and synergy of activities/projects
  • Support coordination of different partners and their activities
  • Collect and manage project/programme data;
  • Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Liaise with partners on timely expenditures in the implementation of individual projects
  • Follow up on the liquidation of instalments and new payments of instalments
  • Support with the preparation of reports and documentation of UNICEF Office initiatives as relevant;

Deliverables:

  • Monitoring reports
  • Inputs to SitRep
  • Minutes from coordination meetings etc.

Time frame: December 2022 - November 2023

Task 3: Support the development of different communication and advocacy materials for adolescents, parents, the general public and policymakers about the rights of adolescents and the importance of social inclusion

Activities:

  • Support the development of advocacy materials related to adolescents and young people as well as the development and/or adaptation of adolescent-friendly materials;
  • Develop programmatic and policy content for a variety of communication materials (Write factsheets, policy briefs, talking points, etc.)
  • Support organisation of events and conferences

Deliverables:

  • Monthly Reports submitted at the end of each month.

Time frame: December 2022 – November 2023

Payment mechanism: Payment will be issued against the submitted invoice upon satisfactory completion of the monthly results.

To qualify as an advocate for every child you will have…

Required:

  • An university degree (Bachelor’s or higher) in a related field.

  • At least five years of professional experience in the areas of social development planning and management and youth policy, adolescent development and participation;

  • Proven experience in research/survey development, implementation and analysis is an asset;
  • Contextual knowledge of government structure and functioning in Slovakia, as well as understanding and experience with national policy planning and implementation processes;
  • Fluency in English and Slovak;
  • Ability to work in a team with tight deadlines;
  • Availability for local travel in Slovakia;

Desired:

  • Desired familiarity with UNICEF’s mission and mandate;
  • Relevant experience in a UN system agency or organization is considered as an asset.
