Org. Setting and Reporting This position is located in Damascus (Camp Faouar) in support of Observer Group Golan HQ, Observer Group Golan-Damascus (OGG-D), and Liaison Office Damascus (LOD) of the United Nations Truce Supervision Organization. The incumbent will report to the Deputy Chief Mission Support.

Responsibilities Within delegated authority, the Administrative Officer will be responsible for the following duties: Human Resource Management •Effectively coordinates administrative and logistic support to the civilian and military components of Observer Group Golan HQ, Observer Group Golan – Damascus (OGG-D), and Liaison Office Damascus (LOD), ensuring consistency in the application of UN rules and procedures. •Provides information regarding conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. •Provides guidance and leadership to more junior staff

Budget and Finance •Takes the lead with respect to the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued. •Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports. •Defines requirements and work with systems units with respect to improving budget reporting systems and cost-effective utilization of program resources. •Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice. •Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues.

General Administration •Oversees work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services. •Reviews adequacy of space requirements at OGG HQ/OGG-D and LOD facilities and Observation Posts (OPs) as well as Camp Faour. •Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary.

Performance Management - Oversees the overall performance of the mission support component based on defined Key Performance Indicators representing service delivery metrics. - Performs other related work as required.

Planning and Organizing: Develops clear goals that are consistent with agreed strategies; Identifies priority activities and assignments; Adjusts priorities as required; Allocates appropriate amount of time and resources for completing work; Foresees risks and allows for contingencies when planning; Monitors and adjusts plans and actions as necessary; Uses time efficiently.

Education High school diploma or equivalent is required. Technical or vocational certificate in administrative services, finance, human resources, business administration or personnel management is required. The following Umoja certifications are required: Umoja Overview, Umoja Business Intelligence Navigation, Umoja GDP Cycle 1, Umoja Travel Overview, Umoja Account Payable Process, Umoja Logistic Process, Umoja Warehouse Management, Umoja Fund Management Overview. Additional Umoja certifications are desirable.

Work Experience At least ten (10) years of progressively responsible experience within the United Nations system or the private sector in the field of administrative services, finance, accounting, human resources, audit, or in other related fields, of which three (3) years should have been at a supervisory level is required. Experience in international operations in a post-conflict environment is desirable.

Languages English and French are the working languages of the UN Secretariat. For the position advertised, fluency in oral and written English is required. knowledge of Arabic is an advantage.
