Org. Setting and Reporting

This position is located in the Office of the Director, within the Logistics Division (LD), in the Office of Supply Chain Management (OSCM), Department of Operational Support (DOS). The Department of Operational Support was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including other departments, Offices Away from Headquarters, field missions, and regional commissions. The Office of Supply Chain Management encompasses the Office of the Assistant Secretary-General, the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, Aviation Safety Section and the Enabling and Outreach Service. The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations (UN) operations. The Division provides direction and advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services, and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment. The Office of the Director Logistics Division (O/D LD) strives to make the Division more effective and efficient by driving change. The O/D LD supports the Director in managing resources and interacting with the Division's services, sections, stakeholders, partners and clients to ensure smooth logistics support to UN operations. Also, the O/D LD determines strategic priorities, improvement opportunities, crosscutting synergies, change efforts and tracks the Division’s progress in meeting its targets and ensures that needed resources are available and properly utilized to achieve the Division mandate implementation priorities. The incumbent reports to the Director.

Responsibilities

Within limits of delegated authority, the Administrative Officer will be responsible for the following duties: Human Resource Management • Initiates and coordinates actions covering the entire span of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, vacancies, job classification reviews, separation of staff members, training, etc., ensuring consistency in the application of UN rules and procedures. • Provides expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. • Represents the Department/Unit on departmental panels and appointment bodies. • Reviews post incumbency reports for purposes of vacancy management and staffing table control. • Leads, oversees and coordinates the preparation and implementation of the work program and budget to ensure compatibility with the Division mandate priorities and objectives, taking into account the most effective use of resources. • Supports the development of staff competencies and skillsets required to perform their functions. Budget and Finance • Initiates and conducts studies to improve budget reporting systems and cost-effective utilization of program resources. • Monitors and controls budgetary allocations through regular reviews; drafts routine and ad hoc outputs; and provides effective monitoring reports and data. Identifies deviations from plans and proposes corrective measures. • Coordinates and drafts responses to oversight bodies. • Provides expert advice with respect to budget and finance. • Establishes and maintains a set of sound policies, procedures, standards and tools which are consistent with UN policy and practice, in order to ensure proper accounting, financial management and control. General Administration • Provides expert advice on supply chain and logistic support issues in field missions and other client entities, including planning and budgeting for start-up, sustainment and liquidation phases; integration of civilian and military logistical capabilities. • Coordinates and drafts briefing notes and talking points relevant to supply chain and logistics operations, addressing challenges, and highlighting opportunities. • Identifies, coordinates, and leads business improvement opportunities. • Researches problematic issues and formulates policies or guidelines recommendations. • Monitors emerging policy issues relevant to the Division mandate. • Implements and monitors support services, including procurement of supplies and services; transport, travel and traffic, communications, engineering and information technology support; and provision of local utilities and service requirements. • Supervises a staff team and/or provides advice to others on human resource administration, financial administration and management information issues and practices to colleagues. • Produces major/complex reports for management. • Provides expert guidance and leadership to more junior staff. • Performs other related duties as required, e.g., reviews of Secretariat offices and departments at headquarters/missions, operational travel programme, adequacy of departmental space requirements, and technology requirements. • Represents the Division in meetings and committees that deal with cross-cutting issues relevant to supply chain management and logistics operations. • Holds the overall management responsibility for the staff working in the immediate Office of the Director. • Performs other related work as required.

Education

Advanced university degree (Master’s degree or equivalent degree) in supply chain management, logistics, business or public administration, finance, accounting, law or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

Certification in Supply Chain Management, or an equivalent certification is desirable. Certification in Project/Programme Management methodology by an accredited body (e.g., PMP, PGMP, PRINCE 2 Foundation Project Management certification or practitioner level) or equivalent is desirable.

Work Experience

• A minimum of seven years of progressively responsible experience in supply chain, logistics, administration, finance, accounting, human resources management or related field is required. • Experience in supply chain operations is desirable. • Experience working in a multi-cultural international setting is desirable. • Experience supervising a multidisciplinary team is desirable. • Experience in a change management initiative, programme or project is desirable. • Experience working in a front office of a senior official is desirable. • Experience working with data analytics and visualization tools and developing data analytics and visualization reports and dashboards is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable.
