Org. Setting and Reporting This post is in the Office of the Director of Mission Support Division (MSD) of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). The Administrative Officer reports directly to the Senior Administrative Officer and will be located in Bamako. The post encompasses sub-functional specialties such as administration of UN rules and regulations, planning, implementing, monitoring and evaluation of business functions.

Responsibilities Within delegated authority, the incumbent will be responsible for the following duties:

- GENERAL ADMINISTRATION: •Assist with the development of internal control mechanisms for the effective implementation of the Delegation of Authority; •Work with MSD services for development of SOP to improve business processes •Assists the Office of the DMS in promoting/establishing/reviewing strategic administrative policies, procedures, practices, standards and tools consistent with UN policy and practice; •Assist of with all business performance initiatives to streamline utilization of Minusma human and assets resources; •Prepares concise reports, assessments, rationales, and presentation to facilitate decision- making on policy and operational issues and produces major/complex reports, providing substantive input in preparation for management; •Performs other related work as required.

HUMAN RESOURCES MANAGEMENT: •Effectively coordinates actions relative to the administration of human resources activities, e.g. recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training, etc., ensuring consistency in the application of the UN rules and procedures. •Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. •Leads, oversees and coordinates the preparation and implementation of the section work program and budget execution to ensure compatibility with work priorities and objectives, taking into account the most effective use of resources.

- BUDGET AND FINANCE: •Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports. •Monitors budgetary allocations through regular reviews; drafts routine and ad hoc outputs; and provides effective monitoring reports and data. Identifies deviations from plans and proposes corrective measures. •Defines requirements and work with systems units with respect to improving budget reporting systems and cost-effective utilization of program resources. •Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice. •Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues. •Provides guidance and leadership to more junior staff.

COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

Education Advanced university degree (Master's degree or equivalent) in business or public administration, procurement, finance, logistics or related area. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in administration, human resources, policy analysis or related field is required.

Experience in a post-conflict environment at a professional level or other type of field operation is required.

Experience with the United Nations administrative policies and practices, as well as the staff and financial rules and regulations is required.

Experience working with UMOJA or similar ERP tools is desirable.

Working experience with drafting reports and guidance documents/policies/standard operating procedures is desirable.

Two (2) years or more of experience in data analytics or related area is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and French (both oral and written) is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice This position is temporarily available until 30 June 2023. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
