OBJECTIVES OF THE PROGRAMME

The Division of Country Health Policies and Systems (CPS) assists countries in the Region with the design and implementation of appropriate health policies and systems to strengthen universal health coverage. It works to strengthen data-driven, evidence-informed, contextually tailored health policy development and implementation at national, regional and local levels, taking an inclusive approach across the life course.

The Division advocates strengthening of public health leadership, focusing on implementing people-centred policies, promoting health, preventing illness, and addressing the social and economic determinants of health, while fostering leadership on equity, human rights and gender mainstreaming in health. It focuses on building capacity for health systems innovation to enable the sustainable delivery of high-quality primary health and community services that are effectively linked to hospitals, mental health, public health and social care services. To do so, CPS supports country efforts to facilitate access to leave nobody behind, improve financial protection, strengthen the health workforce, increase access to affordable medicines and technologies, and promote the uptake and implementation of digital technology.

The Health Workforce for Service Delivery (HWD) unit provides strategic direction, technical assistance and tailored support to countries to improve access and quality of health and long-term care services delivered by a competent and sustainable workforce. It engages with professional bodies and patients to support the design and transformation of services which are geared to improve: patient experience of care across the health and social sector; health of the population, health care efficiency and the experience and engagement of the health and care workforce. To deliver these objectives aligned with the European Programme of Work and GPW 13 the unit supports countries through the development of policies, strategies, tools and capacities in the areas of the health workforce, (including nursing and midwifery and the public health workforce) to improve working conditions, retain and motivate the existing workforce; and align the education, training and production of the future workforce with population health needs, promote integration in service delivery to better bridge the divide between health systems and social care across the whole continuum of care, as well as supporting Member States efforts to put people at the centre of services.

The WHO Country Office supports the Member State to shape its health policy in line with WHO’s principles and values and advocates for an integrated approach to health development. By means of a single, unified and functionally integrated country representation, WHO facilitates the implementation of the BCA with the Member State and its corresponding country work plan. WHO helps the country to improve its health system and provides technical support as necessary.

The Recovery and Resilience Plan (RRP) for Romania was approved by the European Council to support the implementation of sustainable reforms. The Ministry of Health (MoH) is the national agency responsible for the implementation of the reforms related to health care. Within the RRP, WHO is responsible for the provision of technical assistance that addresses Romania’s country-specific recommendations for improving healthcare access and cost-efficiency, including through the shift to outpatient care. It also focuses on strengthening the health system’s resilience, including in the areas of health workers and medical products, and improving access to health services

DESCRIPTION OF DUTIES

Within the framework of the WHO-led project National Recovery and Resilience Plan (RRP) for Romania, falling under the remit of the CPS division and as part of the WHO RRP Project Management team, the purpose of this post is to provide administrative specialist support, advice and oversight towards the timely and efficient delivery of its operations. This includes the provision of general administrative specialist support project in the day to day management and oversight of all services and processes related to the operations of the project, including supervision of the temporary administrative staff of the project.

Specific duties in support of the RRP project 1. Maintain oversight of the project staffing (both contingent and non-contingent) and related funding, ensuring that related administrative and procedural work is carried out in a timely manner. 2. Administer and oversee all procurement actions needed in the context of the project. 3. Establish and maintain appropriate information systems to register and document all administrative work related to the project 4. Contribute to the periodic project reporting, bringing any issues of concern to the attention of the supervisors. Prepare specifically focused reports on aspects of the project administration, as may be required. 5. Liaise with counterparts at the country level as required within the scope of the post to ensure efficient delivery of the project´s work. Ensure that while specific WHO rules and regulations are followed, there is a good working dialogue with counterparts and a mutual understanding of the various statutory requirements needed to deliver work within the agreed framework. 6. Carry out monitoring and evaluation of project-related administrative operations and provide regular information on the status to supervisors and the CPS division as required. 7. Provide advice and guidance to the project CO staff on administrative and financial rules and regulations of the Organization as well as appropriate practices and procedures, processes and services. Provide briefing and training in this area as needed and appropriate, in coordination with the Business Operations (BOS) division. 8. Establish and utilize tools, workflows and processes that would allow the project CO staff to initiate and execute administrative actions promptly and in compliance with the rules and regulations of WHO and the BOS Division. 9. Monitor and analyse financial and non-financial data to assess options for solutions to financial/ administrative resources issues, proposing effective and efficient approaches to optimize programme/project delivery. 10. Oversee all procurement-related actions and execution of orders for services and/or goods related to the project. 11. Participate in the preparation of project proposals funded by partner agencies and institutions, reviewing them to ensure that they meet WHO’s administrative and financial rules and regulations. 12. Provide oversight in the management and related administration of the project CO staff and non-staff contracts, ensuring timely initiation and completion of all related actions. 13. Supervise assigned administrative support staff to the project. Distribute and organize the tasks by the needs of the project and evaluate their performance. 14. Perform and/or oversee leave tracking and performance management process of the project staffing. 15. Perform other duties relevant to the scope of the assignment/project.

REQUIRED QUALIFICATIONS

Education

Essential: A university degree in business, public administration, finance, economics or related field from a recognized institution. * For WHO staff please see e-manual III.4.1, paragraph 220 (only applicable to WHO internal candidates). Desirable: Advanced university degree in any of the above fields or additional qualification in business and/or project management, health services administration or related field.

Experience

Essential: At least two years of professional experience in office/project management in the areas of administration, human resources, finance/accounting, budget, logistics, security, travel arrangements, procurement or any other related administrative services and operations in the context of an international public service organization, preferably the UN. Desirable: Relevant work experience, with a special focus on administrative and financial rules, procedures and practices, within the World Health Organization and/or other UN agencies.

Skills

1. Proven ability to analyze financial and operations-related data and provide relevant recommendations on key administrative/procedural issues. 2. Demonstrated knowledge and ability in oversight/coordination of a variety of administrative services and operations. 3. Proven ability to interact effectively with a variety of partners/stakeholders. 4. Demonstrated excellent knowledge of Microsoft Office 365 package and its key applications. 5. Demonstrated ability to work harmoniously in a group/team as well as to foster/facilitate efficient collaboration and work delivery. 6. Ability to work comfortably in a fast-paced environment. 7. Ability to identify and manage one’s own emotions and help others to do the same.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 49,254 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 300 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
