Contract

This is a P-4 contract. This kind of contract is known as Professional and Director staff. It is normally internationally recruited only. It's a staff contract. It usually requires 7 years of experience, depending on education.

Salary

The salary for this job should be between 130,906 USD and 168,776 USD.

Salary for a P-4 contract in Berlin

The international rate of 90,970 USD, with an additional 43.9% (post adjustment) at this the location, applies. Please note that depending on the location, a higher post adjustment might still result in a lower purchasing power.

OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The Health Emergency Intelligence and Surveillance Systems division (WSE) is responsible to build a system of collaborative intelligence enabling better decisions to avert and manage public health threats and risks. Its goal is to enable, strengthen and support countries, regional and global actors in averting and managing public health threats and risks through collaborative problem solving and decision-making for short-term action and long-term policies, informed by better data and analytics. The WHO Hub for Pandemic and Epidemic Intelligence is a new office of WHO, located in Berlin. It works with partners to enable the generation of public health relevant information to provide timely actionable insights and improve decision making to prepare for, avert and respond to public health threats. It also aims to reduce fragmentation and inefficiency by creating an ecosystem that promotes collaboration across multiple professional disciplines, sectors, and initiatives; and empower decision makers, public health professionals, and civil society to make informed public health decisions.

DESCRIPTION OF DUTIES

Provide guidance and advice to ADG WSE Division, Management Officer, Operations Manager and Directors as well as other senior staff in the area of compliance, internal control framework, risk management and business continuity planning, ensuring cohesion across Geneva and Berlin offices of WSE Division;

Design/implement/participate internal and external audit, after action review and lessons learnt studies, fostering a culture of continuous business improvement in the area of operations and management;

Develop and implement capacity building activities in the area of operations and management targeting both administrative personnel and technical staff on WHO rules and regulations;

Coordinate change management activities in implementing new corporate processes and systems.

Provide technical guidance and supervision for administrative and operations staff in WSE Division;Develop and implement local banking and financial infrastructure in Berlin office.

Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced level university degree (Masters level or above) in Business Administration, Management, Law or related field relevant to the position. Desirable: Certification in compliance and/or risk management.

Experience

Essential: A minimum of seven years professional experience in at least two out of the four areas below: a) compliance, risk management and/or internal control framework development and implementation; b) capacity building for administrative staff; c) change management; d) finance and administration. A minimum of three-year demonstrated supervisory experience. A minimum of three-year demonstrated experience at the international level. Desirable:

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1594 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
